Who is Authorized to Establish a Press Agency?

Pursuant to the provisions of Article 14 of the Press Law 2016, entities eligible to establish a press agency include:

- Agencies of the Communist Party, state agencies, socio-political organizations, socio-political-professional organizations, social organizations, socio-professional organizations, and religious organizations from the provincial level or equivalent upwards, legally operating in accordance with Vietnamese law, are authorized to establish a press agency.

- Higher education institutions as stipulated by the Law on Higher Education; scientific research organizations, scientific research and technology development organizations organized in the form of academies, institutes in accordance with the Law on Science and Technology; provincial-level hospitals or equivalent may establish scientific journals.
