When does the Da Nang International Fireworks Festival 2025 (DIFF 2025) occur?
Da Nang International Fireworks Festival (DIFF) 2025 with the theme "Da Nang - A New Era" will take place from May 31 to July 12 with 10 teams competing over 6 nights.
The schedule for the Da Nang International Fireworks Festival 2025 is expected as follows:
The opening night of the Da Nang International Fireworks Festival 2025 is scheduled for May 31, with a match between the Vietnam 1 team and Finland under the theme "Cultural Essence."
This is also the first year that two teams from Vietnam will participate in DIFF.
Subsequent fireworks nights will be held every Saturday in the following weeks (with a break of one week before the final), with the themes and participating teams as follows:
Night 2 (June 7) "Creative Arts" Vietnam 2-Poland;
Night 3 (June 14) "Journey of Connection" Canada-China;
Night 4 (June 21) "Sustainable Development" Portugal-United Kingdom;
Night 5 (June 28) "Technology Leads the Way" South Korea-Italy;
The final will take place on July 12 with the theme "A New Era."
The location for the Da Nang International Fireworks Festival 2025 includes the Han River Port area (firing range) and the pavement area of Tran Hung Dao Street (art performance). Each night, the teams will have 20 minutes to perform fireworks displays according to the agreed theme.

What are fireworks?
Based on clause 1 Article 3 of Decree 137/2020/ND-CP providing for the management, use of fireworks:
Article 3. Explanation of terms
In this Decree, the following terms are understood as follows:
- Fireworks are products containing pyrotechnic materials, when impacted by mechanical, thermal, chemical, or electrical stimuli, causing rapid and strong chemical reactions, generating gas, creating sound, light, color effects in space, causing explosions or not. Fireworks include: Explosive fireworks, non-explosive fireworks.
a) Explosive fireworks are products made manually or industrially, when impacted by mechanical, thermal, chemical, or electrical stimuli, causing explosions or producing whistling sounds, explosions, and color effects in space;
Explosive fireworks that produce whistling sounds, explosions, and color effects in space are referred to as aerial fireworks;
Low-altitude aerial fireworks are fireworks with a diameter not larger than 90 mm or shooting range not exceeding 120 m. High-altitude aerial fireworks are fireworks with a diameter over 90 mm or shooting range over 120 m;
b) Non-explosive fireworks are products made manually or industrially, when impacted by mechanical, thermal, chemical, or electrical stimuli, creating sound, light, color effects in space, without causing explosions.

Who has the authority to permit fireworks displays in Vietnam?
Based on Article 12 of Decree 137/2020/ND-CP (amended by clause 3 Article 3 of Decree 56/2023/ND-CP) providing authority, procedures for permitting firing explosive fireworks:
Article 12. Authority, procedures for permitting firing explosive fireworks
- Cases of organizing explosive fireworks specified in clauses 1, 2, 3, 4, 5, and 6 Article 11 of this Decree are decided by the People's Committees of provinces and centrally run cities based on the actual local situation and cooperate with the Ministry of Culture, Sports, and Tourism to organize and implement according to regulations.
- Cases of organizing explosive fireworks as specified in clause 7 and clause 8 Article 11 of this Decree and cases changing the firing range, duration of fireworks are decided by the Minister of Culture, Sports, and Tourism after a mutual agreement in writing with the Ministry of Public Security, Ministry of National Defense.
- Provinces and centrally run cities that have demands to organize explosive fireworks as specified in clause 7 and clause 8 Article 11 of this Decree or wish to change the firing range, duration must submit a written proposal to the Ministry of Culture, Sports, and Tourism at least 30 days before the scheduled date of firing fireworks, clearly stating the quantity, firing range, number of firing points, time, duration, and location of the proposed fireworks display.
Within 05 working days from the date of receiving the proposal, the Ministry of Public Security, Ministry of National Defense shall provide a written response for the Ministry of Culture, Sports, and Tourism to summarize and decide.
As per the above regulations, the authority to permit firing explosive fireworks includes:

- Lunar New Year
- Hung Kings' Commemoration Day
- National Day
- Dien Bien Phu Victory Day
- Victory Day (April 30 in the Gregorian calendar)
- Anniversaries of liberation days, establishment days of provinces and centrally run cities
[2] Cases decided by the Minister of Culture, Sports, and Tourism after a mutual agreement in writing with the Ministry of Public Security, Ministry of National Defense
- National, international cultural, tourism, sports events.
- Other cases
- Changing the firing range, duration of fireworks
[3] Provinces and centrally run cities with demands to organize explosive fireworks in the following cases or wish to change the firing range, duration must submit a written proposal to the Ministry of Culture, Sports, and Tourism at least 30 days before the scheduled date of firing fireworks, clearly stating the quantity, firing range, number of firing points, time, duration, and location of the proposed fireworks display.
- National, international cultural, tourism, sports events.
- Other cases decided by the Minister of Culture, Sports, and Tourism after a mutual agreement in writing with the Ministry of Public Security, Ministry of National Defense.
