What Policies Are Available for Heroic Vietnamese Mothers?
At Article 3 of Decree 56/2013/ND-CP guiding the implementation of the Ordinance on the title of State honor "Vietnamese Heroic Mother," it is stipulated as follows:
Mothers awarded the State honorary title "Vietnamese Heroic Mother" shall be conferred a Certificate, Badge "Vietnamese Heroic Mother," and enjoy preferential policies as prescribed by the laws on emulation and commendation and the laws on preferential treatment for those who have contributed to the revolution.
For mothers posthumously awarded the State honorary title "Vietnamese Heroic Mother," the family members who honor the mother are entitled to receive the Certificate, Badge "Vietnamese Heroic Mother," and enjoy policies as prescribed by the laws on emulation and commendation and the laws on preferential treatment for those who have contributed to the revolution.
The organization of the ceremony to award or posthumously award the State honorary title "Vietnamese Heroic Mother" is stipulated as follows:
a) The Chairperson of the People's Committee of the province or centrally-affiliated city is responsible for organizing the ceremony to award or posthumously award the State honorary title "Vietnamese Heroic Mother";
b) The ceremony for awarding or posthumously awarding shall be conducted solemnly, economically, and imbued with educational significance; the decoration at the ceremony shall bear the banner: Ceremony for Awarding or Posthumously Awarding the State Honorary Title "Vietnamese Heroic Mother."
- The organization of the funeral when a Vietnamese Heroic Mother passes away is stipulated as follows:
a) The Chairperson of the district-level People's Committee is responsible for organizing the funeral with the participation of representatives from the party committee, authorities, political-social organizations, nurturing agency and units, and the people where the mother resides;
b) The funeral shall be organized solemnly, economically, in accordance with local customs and traditions; the decoration at the ceremony shall bear the banner: Funeral of the Vietnamese Heroic Mother.
- The funding for organizing the ceremony to award or posthumously award the State honorary title "Vietnamese Heroic Mother" shall not exceed one month's minimum common salary for one case; the funeral of a Vietnamese Heroic Mother shall not exceed two months' minimum common salary for one case.
