What level of French TCF is needed to qualify for an international tour guide card?
Clause 2, Article 59 of the Law on Tourism 2017 prescribes the conditions for issuing an international tour guide card as follows:
- Conditions stipulated in points a, b, and c of Clause 1 of this Article;
- Graduate from college or higher in the field of tour guiding; in case of graduating from college or higher in another field, must have a certificate in international tour guiding;
- Proficient use of the registered foreign language.
Regarding the regulation on proficient use of a foreign language, Article 13 of Circular 06/2017/TT-BVHTTDL, as amended by Clause 10, Article 1 of Circular 13/2019/TT-BVHTTDL, provides guidance as follows:
A person proficient in a foreign language as stipulated in point c of Clause 2, Article 59 of the Law on Tourism must meet one of the following standards:
- Have a college degree or higher in a foreign language;
- Have a college degree or higher in a program taught in a foreign language;
- Have a college degree or higher abroad in a program taught in the official language of the host country. In cases where the training is conducted in a language other than the official language of the host country, documentation proving the language used for training must be supplemented;
- Have a foreign language certificate at level 4 or higher according to the 6-level foreign language competency framework used for Vietnam or have a foreign language certificate that meets the requirements as stipulated in Appendix I of this Circular with a valid period, issued by a competent organization or authority.
According to Appendix I of this Circular:

Thus, a TCF certificate at level 4 or higher is sufficient for issuing an international tour guide card (for the registered foreign language being French).
