What is the template of the Fire Prevention and Fighting Regulations in 2025 in Vietnam?

What are prohibited actions in fire prevention and fighting in Vietnam?
Based on Article 13 of the Fire Safety Law 2001 (amended and supplemented by Clause 8 of Article 1 of the Amended Fire Safety Law 2013), the following prohibited acts are stipulated:
Article 13. Prohibited Acts
- Intentionally causing fires or explosions that harm human life and health; damage the property of the State, agencies, organizations, or individuals; adversely affect the environment, security, and public order.
- Obstructing fire prevention and extinguishing activities; resisting persons performing fire prevention and extinguishing duties.
- Misusing fire prevention and extinguishing to harm human life and health; infringing on the property of the State, agencies, organizations, and individuals.

The prohibited acts in fire safety include:
- Intentionally causing fires, explosions that harm human life and health; damage the property of the State, agencies, organizations, or individuals; adversely affect the environment, security, and public order
- Obstructing fire prevention and extinguishing activities; resisting persons performing fire prevention and extinguishing duties
- Misusing fire prevention and extinguishing to harm human life and health; infringing on the property of the State, agencies, organizations, and individuals
- False fire alarms.
- Not announcing a fire when there is the possibility to do so; delaying fire reporting.
- Manufacturing, storing, transporting, using, or illegally trading hazardous materials related to fire and explosion.
- Illegally carrying flammable and explosive goods into crowded places.
- Constructing hazardous buildings related to fire and explosion, high-rise buildings, commercial centers without approved fire safety designs; accepting and putting into use constructions without ensuring fire safety conditions.
- Seizing, destroying, damaging, arbitrarily changing, moving, concealing fire safety equipment, signs, and guidelines; obstructing escape routes.
- Other acts violating the laws on fire prevention and extinguishing.
Note: The Amended Fire Safety Law 2013 is effective until June 30, 2025
What are priority rights of on-duty fire prevention and fighting forces in Vietnam?
Based on Article 36 of the Fire Safety Law 2001, the priority rights of on-duty fire prevention and fighting forces in Vietnam include:
Article 36. Priority and Assurance for the Priority Rights of People and Means Participating in Fire Fighting
- Persons mobilized for fire fighting tasks are given priority to use transportation means.
- Forces and means on fire fighting duty have the following priority rights:
a) Forces and means of the Firefighting Police are allowed to use sirens, priority lights, flags, and other special signals; priority use of traffic roads as per the law;
b) Other forces and means mobilized for fire fighting duty have the priority rights stipulated at point a of this clause within the fire fighting area.
- People and means involved in traffic, upon seeing priority signals such as sirens, lights, priority flags of means on fire fighting tasks, must quickly yield the road.
- Traffic police and other forces responsible for ensuring traffic safety have the duty to ensure that fire fighting forces and means have the fastest passage.
According to the above regulations, forces and means on fire fighting duty have the following priority rights:
- Forces and means of the Firefighting Police can use sirens, priority lights, flags, and other special signals; priority use of traffic roads as per the law
- Other forces and means mobilized for fire fighting duty have the aforementioned priority rights within the fire fighting area.
