What are the duties and powers of the Vietnam Television?
Pursuant to Article 2 of Decree 60/2022/ND-CP, the Vietnam Television undertakes tasks and exercises powers as stipulated in Decree 10/2016/ND-CP and Decree 47/2019/ND-CP, along with the following specific tasks and powers:
- Develop and submit to the Government of Vietnam and the Prime Minister of Vietnam strategies, long-term, medium-term, and annual plans, as well as other important projects of the Vietnam Television, and organize their implementation upon approval.
- Research, propose, and submit for the promulgation of national standards; issue facility standards in accordance with legal provisions.
- Organize the production, transmission, broadcasting, distribution, and archiving of television programs, electronic newspapers, and print newspapers as required by law.
- Participate in the development of strategies and plans for the development network of journalism, radio, and television.
- Decide and be responsible for the content, programs, and broadcast duration daily on channels of the Vietnam Television in compliance with legal provisions.
- Directly manage the technical system dedicated to content production; transmit signals on telecommunication infrastructure, broadband internet; broadcast via satellite, terrestrial, and cable TV networks; provide on the digital platform of the Vietnam Television and other digital platforms programs and channels domestically and internationally as per legal provisions.
- Lead and cooperate with local television stations, radio-television stations in planning the production of programs aired on channels of the Vietnam Television.
- Manage and decide investment projects and constructions under its authority according to legal regulations; participate in appraising important professional and operational projects as assigned by the Prime Minister of Vietnam.
- Implement the autonomy mechanism, being self-responsible for duties, organizational structure, personnel; apply financial mechanisms, salary policies like enterprises as stipulated by law, operating not for profit.
- Coordinate with ministries and related agencies to develop and submit the financial mechanism of the Vietnam Television for issuance by the competent authority in accordance with the law.
- Exercise rights and responsibilities of State ownership representative towards enterprises established by the Vietnam Television and capital contributions in enterprises as provided by law.
- Conduct research and apply scientific and technological advancements, and digital transformation in the operations of the Vietnam Television; research and develop digital television platforms (online) utilizing information technology, digital technology, digital transformation to promote audience participation and content creation.
- Train and enhance expertise, cooperate internationally in television and other multimedia communication fields as per legal provisions.
- Decide and direct the execution of administrative reform programs of the Vietnam Television as per state administrative reform objectives and content approved by the Government of Vietnam, the Prime Minister of Vietnam.
- Manage its organizational structure, public employees, and laborers; decide on appointments, reappointments, dismissals, commendations, disciplinary actions; direct the implementation of salary policies and other policies, entitlements, training, and retraining for public employees and laborers within its management scope in accordance with legal provisions.
- Manage and utilize budget and public assets as prescribed by law.
- Resolve complaints and denunciations within its authority; combat corruption and wastefulness as stipulated by law.
- Organize service provision activities in accordance with legal provisions.
- Implement report policies to the Government of Vietnam, the Prime Minister of Vietnam, Ministry of Information and Communications, and other competent agencies as stipulated by law.
- Perform other duties and exercise other powers as provided by law.
