Based on Article 4 of the Charter of the Vietnam Union of Friendship Organizations issued with Decision 422/QD-TTg in 2021, the functions and duties of the Vietnam Union of Friendship Organizations are as follows:
- Propagating the objectives and purposes of activities of the Vietnam Union of Friendship Organizations.
- Establishing peaceful, united, friendly, cooperative relationships with corresponding organizations, non-governmental organizations, and foreign individuals.
- Expanding, diversifying, and multilateralizing partnerships to contribute to strengthening friendly and cooperative relations between the people of Vietnam and the people of other countries, gaining sympathy, support, solidarity, and cooperation from people worldwide for the cause of building and defending the nation of the Vietnamese people.
- Participating in advocacy, public opinion protection of national - ethnic interests, especially on issues of democracy, human rights, national sovereignty; promoting the image of Vietnam on the international stage. Engaging in the mobilization and gathering of overseas Vietnamese toward the homeland and activities to strengthen friendly and cooperative relations between Vietnam and other countries in economic, cultural, educational, scientific, technical fields...
- Participating in regional and international forums, mechanisms, and activities of world people for national - ethnic interests and for peace, sustainable development, justice, democracy, and social progress.
- Acting as the Standing Agency for the Committee on Foreign Non-Governmental Organization Affairs, having a pivotal role in the foreign non-governmental organization advocacy work as per legal regulations.
- Contributing opinions in the construction of legal normative documents related to people-to-people diplomacy, making recommendations to competent state agencies on issues related to the development and operational areas of the Vietnam Union of Friendship Organizations.
- Organizing research, proposals, and recommendations on regional, international issues related to the operational areas of the Vietnam Union of Friendship Organizations and people-to-people diplomacy.
- Guiding, supporting member organizations in peaceful, united, friendly, cooperative people-to-people activities and foreign non-governmental aid coordination.
