What is the meaning of December 7?
At the International Civil Aviation Conference held in November 1944 in Chicago, 52 out of 54 countries signed a Convention on International Civil Aviation.
The International Civil Aviation Organization (ICAO) was established as a means to ensure the highest level of international cooperation to unify regulations, standards, procedures, and methods of organizing civil aviation matters. Additionally, the International Transit Agreement and the International Air Transport Agreement were also signed.
In 1994, the ICAO Assembly adopted Resolution A29-1 to designate December 7 as “International Civil Aviation Day” and to commemorate the 50th anniversary of ICAO’s founding.
In 1996, following an initiative from ICAO and with the assistance of the Government of Canada, the United Nations General Assembly officially adopted a Resolution recognizing December 7 as “International Civil Aviation Day” and requested countries, regions, international organizations, and intergovernmental organizations to commemorate this holiday.
Thus, December 7 every year is International Civil Aviation Day.

Are employees in Vietnam entitled to take fully paid day off on December 7, 2024?
Based on Article 112 of the Labor Code 2019 regulating holidays:
Article 112. Holidays
- Employees are entitled to paid leave on the following days:
a) New Year’s Day: 01 day (January 1);
b) Lunar New Year: 05 days;
c) Victory Day: 01 day (April 30);
d) International Labor Day: 01 day (May 1);
dd) National Day: 02 days (September 2 and 01 adjacent day before or after);
e) Hung Kings' Commemoration Day: 01 day (March 10 on the lunar calendar).
- Foreign employees in Vietnam, in addition to the holidays prescribed in Clause 1 of this Article, are entitled to an extra day off on their country’s traditional New Year and National Day.
- Annually, based on actual conditions, the Prime Minister of the Government of Vietnam decides the specific holiday dates prescribed in points b and đ, Clause 1 of this Article.
According to the above regulations, employees are entitled to fully paid day off on the following days:
- New Year’s Day
- Lunar New Year
- Victory Day
- International Labor Day
- National Day
- Hung Kings' Commemoration Day
In the case of foreign employees in Vietnam, they are entitled to an extra day off on their country's traditional New Year and National Day in addition to the above-stated holidays.
Therefore, on December 7, 2024, employees do not receive fully paid day off. However, December 7, 2024, falls on a Saturday, and if employees have a regular day off on Saturdays, they will be off work on that day.
Under which circumstances do employees in Vietnam get fully paid day off for personal reasons?
Based on Article 115 of the Labor Code 2019 regulating personal leave and unpaid leave:
Article 115. Personal leave, unpaid leave
- Employees are entitled to fully paid day off for personal reasons and must inform their employer in the following cases:
a) Marriage: 03 days' leave;
b) Marriage of biological or adopted child: 01 day’s leave;
c) Death of biological father, mother, adoptive father, adoptive mother; father, mother, adoptive father, adoptive mother of spouse; spouse; biological or adopted child: 03 days' leave.
- Employees are entitled to 01 day of unpaid leave and must inform their employer when paternal or maternal grandparents, siblings die; or when father or mother remarries; or a sibling marries.
- In addition to the regulations in Clauses 1 and 2 of this Article, employees can negotiate with their employer for unpaid leave.
According to the above regulations, employees are entitled to fully paid day off for personal reasons in the following cases:
- Marriage: 03 days' leave
- Marriage of biological or adopted child: 01 day’s leave
- Death of biological father, mother, adoptive father, adoptive mother; father, mother, adoptive father, adoptive mother of spouse; spouse; biological or adopted child: 03 days' leave
Note: Employees must inform their employer when taking personal leave
Additionally, employees can negotiate with their employer for unpaid leave.
