Article 17. Use of Fireworks

  1. Agencies, organizations, and individuals with full civil capacity are permitted to use fireworks in the following cases: Festivals, New Year, birthdays, weddings, conferences, openings, anniversaries, and in cultural and artistic activities.
  1. Agencies, organizations, and individuals using fireworks may only purchase fireworks from organizations and enterprises authorized to produce and trade in fireworks.

Pursuant to Clause 2, Article 14 of Decree 137/2020/ND-CP detailing conditions for research, production, business, export, and import of fireworks, firework materials:

Article 14. Conditions for Research, Production, Business, Export, Import of Fireworks, Firework Materials

  1. The business of fireworks must meet the following conditions:

a) Only organizations and enterprises under the Ministry of National Defense may trade in fireworks and must be granted a Certificate of Security and Order by a competent police authority; ensure conditions for fire prevention, incident prevention, response, and environmental protection;
