Based on Article 4 of Decree 145/2013/ND-CP regulating major holidays:
Article 4. Major Holidays
The major holidays in the country include:
- Lunar New Year (01 January Lunar calendar).
- Communist Party of Vietnam Foundation Day (February 3, 1930).
- Hung Kings' Anniversary (March 10 Lunar calendar).
- Liberation of South Vietnam, Reunification Day (April 30, 1975).
- Dien Bien Phu Victory Day (May 7, 1954).
- President Ho Chi Minh's Birthday (May 19, 1890).
- August Revolution (August 19, 1945) and National Day of the Socialist Republic of Vietnam (September 2, 1945).
According to the above regulations, the Mid-Autumn Festival 2024 is not one of the major holidays officially stipulated as public holidays in Vietnam like the Lunar New Year, National Day, or the Hung Kings' Anniversary.
However, the Mid-Autumn Festival is still considered one of the important and popular traditional festivals, especially for children and families.
What are the main activities organized during the Mid-Autumn Festival 2024 in Hanoi, Vietnam?
Based on Section 2 of Plan 209/KH-UBND of 2024, Hanoi regulations on the main activities to be organized during the Mid-Autumn Festival 2024 in Hanoi are as follows:
[1] Organizing the Mid-Autumn Festival for children citywide
- City level:
+ Event name: Moonlight Festival 2024.
+ The Hanoi People's Committee plans to hold the Moonlight Festival at 8:00 PM on September 17, 2024 (i.e., August 15, 2024, Lunar calendar - Tuesday) in Ba Dinh District.
- District and commune levels: Develop and implement plans to organize the Mid-Autumn Festival for children from September 12 to September 17, 2024, in accordance with the local situation, ensuring that all children, especially those with special circumstances, those at risk of falling into special circumstances, children in difficult areas, and children in ethnic and mountainous regions, get to celebrate the Mid-Autumn Festival.
[2] Visiting and gifting children and public social assistance facilities that care for and nurture children
- Proactively review and accurately update statistics on children in general, children in special circumstances, and children at risk of falling into special circumstances to conduct activities caring for children during the Mid-Autumn Festival.
- Organize gifting for children in special circumstances and public social assistance facilities that care for and nurture children during the Mid-Autumn Festival.
- Additionally, increase mobilization efforts for other support resources to organize activities such as visits, gifts, functional rehabilitation equipment, bicycles, books, school supplies, scholarships, and savings books, sponsorship... for children in difficult circumstances who excel in studying and practicing, children in special circumstances, children in ethnic and mountainous areas, and children in difficult areas; and facilities that care for and nurture children on the occasion of the Mid-Autumn Festival.
[3] Organizing communication, education, and social mobilization activities
- Enhance communication, education, and social mobilization activities, propagating the Party's guidelines, State policies, laws, decisions, programs, and Central and City plans on child protection and care to raise awareness, commitment, and actions of agencies, organizations, individuals, and the entire community on child protection and care, aiming to build a safe, friendly, and healthy living environment for all children to develop fully and enjoy their rights.
- Publish the President's Mid-Autumn Festival congratulatory letter; information on activities to organize the Mid-Autumn Festival for children in the city.
- Train and enhance the capacity of staff working in children's affairs at all levels; provide knowledge and skills for parents/caregivers on child protection, prevention of child abuse, and prevention of children's accidents; train children on life skills, prevention of child abuse, prevention of accidents, injuries...
- Promptly commend good examples of donors who adopt, help, and support children in special circumstances, children at risk of falling into special circumstances, children living in poor families, and children in ethnic and mountainous regions...
[4] Organizing recreational activities
The City's departments, sectors, associations, and the People's Committees of districts, counties, and district-level towns should direct, guide, and organize Mid-Autumn Festival activities for children, linked to recreational activities such as cultural programs, organizing folk games, physical activities like soccer, badminton, swimming, club activities... with rich, useful, and healthy content; ensuring absolute safety for children.
[5] Mobilizing social resources
Enhance efforts to mobilize resources from organizations and individuals to support, care for, and organize Mid-Autumn Festival activities for children such as organizing Mid-Autumn Nights, visits and gift-giving, awarding scholarships to children in special circumstances, children from poor households, children in ethnic and mountainous regions, and donating play equipment for children in ethnic, mountainous, and difficult areas to ensure that all children experience a joyful, warm, and safe Mid-Autumn Festival.
[6] Inspection and supervision activities
- Strengthen inspection and supervision of food hygiene and safety, especially food product serving the Mid-Autumn Festival; promptly and strictly handle according to the law the business of cultural products, children's products, toys, and games of unknown origin, which are violent, incite, or are not age-appropriate, or contain harmful substances and pose danger to children; fire prevention and control work at Mid-Autumn Festival event venues; ensuring the safety of construction works at Mid-Autumn Festival activity sites for children.
- Monitor and address, intervene, and support promptly and effectively children experiencing violence, abuse, and violations of children's rights; simultaneously, review, conclude, and propose strict handling according to the law of individuals violating children’s rights in the area.
