What are principles for organizing the festival in Vietnam?
According to Article 5 of Decree 110/2018/ND-CP on festival organization principles:
- The organization of festivals aims to educate on the tradition of patriotism, national pride, the ethics of "Drinking water, remember the source," and to honor the merits of forebears, historical figures, and those who have contributed greatly to the formation and development of the country; to propagate values about the history, culture, and architecture of relics, and the fine traditions of festivals.
- Festivals must be organized solemnly, effectively, and practically; in accordance with the scale and content of the festival; organizing traditional festivals in line with their historical and cultural essence; and reducing the frequency and duration of cultural festivals.
- The rituals of the festival must be solemn, ensuring tradition; not conducting rituals of violence, offensiveness, contrary to the peaceful and humanitarian traditions of the Vietnamese people.
- Educating and orienting people to form noble behaviors, attitudes, and perceptions; eliminating the tendency to pursue material interests, greed, and personal benefits.
- Measures must be taken to protect relics and scenic spots; ensuring security, order, social safety, fire protection, traffic safety, and environmental hygiene.
- Not exploiting the organization of festivals for personal profiteering or serving group interests; not coercing organizations or individuals to contribute funds for festival organization.
- Limiting the use of state budgets, promoting private investment in resources for festival organization; practicing thrift, against wastefulness.
Which festivals must be registered with the provincial People's Committee in Vietnam before being organized?
According to Article 9 of Decree 110/2018/ND-CP on festival organization registration:
Article 9. Registration of festival organization
- Festivals must register with the Ministry of Culture, Sports, and Tourism before being organized include:
a) National-level cultural festivals and occupational festivals organized by central agencies being organized for the first time.
b) Regional-level cultural festivals and occupational festivals involving 02 or more provinces being organized for the first time.
c) Festivals originating from abroad being organized for the first time or restored after a hiatus of 02 years or more.
- Festivals must register with the provincial People's Committee before being organized include:
a) Provincial-level traditional festivals, cultural festivals, and occupational festivals being organized for the first time or restored after a hiatus of 02 years or more;
b) Provincial-level traditional festivals, cultural festivals, and occupational festivals with multiple districts within a centrally managed province or city participating, being organized for the first time or restored after a hiatus of 02 years or more.
