On January 14, 1976, the Minister of National Defense issued Decision 18/QD-QP on the establishment of the Political Officer School under the Ministry of National Defense. The Political Officer School is stationed in Thach Hoa commune, Thach That district, Hanoi city.
Thus, January 14 each year is the anniversary of the founding of the Political Officer School. According to the Perpetual Calendar, January 14, 2025, corresponds to lunar December 15, 2024.
The Political Officer School is an institution for undergraduate and graduate education, as well as research in social sciences and humanities; it provides a team of political officers, social sciences, and humanities teachers, contributing to the building of the army and a solid all-people national defense and people's security, firmly protecting the Socialist Republic of Vietnam; participating in training human resources for the industrialization and modernization of the country and international cooperation.
On December 16, 1981, the Ministry of National Defense issued Decision 418/QD-QP renaming the Political Officer School to the Political-Military Officer School. On December 23, 2010, the Prime Minister of Vietnam issued Decision 2344/QD-TTg to establish the University of Politics, upgrading the Political Officer School.

When are active commissioned officers of the Vietnam People's Army promoted in rank?
Based on Clause 1, Article 17 of the 1999 Law on Officers of the Vietnam People's Army (mended by Clause 4, Article 1 of the 2014 amended Law on Officers of the Vietnam People's Army) regulating rank promotion for active-duty officers:
Article 17. Rank Promotion for Active-Duty Officers
- Active-duty officers are promoted when meeting the following conditions:
a) Meeting the standards prescribed in Article 12 of this Law;
b) Current rank is lower than the highest rank prescribed for the position or title being held;
c) Sufficient time for rank promotion review as stipulated in Clause 2 of this Article.

Officers in active service of the People's Army are promoted when they meet the following conditions:

- General standards:
+ Possess a firm political stance, absolutely loyal to the Fatherland and people, to the Communist Party of Vietnam and the Socialist Republic of Vietnam
+ Have a high revolutionary vigilance spirit, ready to fight, sacrifice, and excellently complete all assigned tasks
+ Have revolutionary ethical qualities; thriftiness, integrity, impartiality
+ Exemplarily adhere to the policies and guidelines of the Communist Party, and the laws and policies of the State
+ Promote democracy, strictly enforce military discipline
+ Respect and unite with the people and fellow soldiers
+ Be trusted by the public
+ Have a good grasp of politics, military science, and the ability to creatively apply Marxism-Leninism, Ho Chi Minh's ideology, and the lines, viewpoints, and policies of the Communist Party and State in building an all-people national defense and a people's army
+ Possess knowledge of culture, economy, society, law, and other fields
+ Have practical work capabilities to meet the requirements of assigned tasks
+ Successfully complete training programs as regulated for each position
+ Have a clear biography, age, and fitness suitable for the positions and military rank the officer holds

- From Colonel to Brigadier General, Rear Admiral: minimum 4 years
- From Brigadier General, Rear Admiral to Major General, Vice Admiral: minimum 4 years
- From Major General, Vice Admiral to Colonel General, Admiral: minimum 4 years

When are Vietnam People's Army officers considered for rank promotion ahead of time?
Pursuant to Article 18 of the 1999 Law on Officers of the Vietnam People's Army (amended by Clause 5, Article 1 of the 2024 amended Law on Officers of the Vietnam People's Army), officers of the People's Army are considered for rank promotion ahead of time in the following cases:
- Achieving outstanding achievements in combat or commended in work
- Successfully completing duties while current rank is at least two levels lower than the highest rank prescribed for the position, or current rank is lower than the highest rank for command and management positions
