Who are considered veterans in Vietnam?
Based on Article 2 of the Ordinance on Veterans and the Vietnam Veterans Association 2005, veterans are citizens of the Socialist Republic of Vietnam who have participated in armed units fighting against foreign invaders, liberating the nation, undertaking international duties, building and defending the Fatherland, and have retired, transferred branches, demobilized, or discharged, including:
- Officers and soldiers who participated in armed units organized by the Communist Party of Vietnam before the August Revolution of 1945;
- Officers and soldiers of the Vietnam People's Army who were part of the regular army, local army, border guard force, and commandos participating in the wars against foreign invaders to defend the Fatherland and undertake international duties;
- Officers, soldiers, militia, self-defense forces, guerrillas, and team members of armed mission units in temporarily occupied enemy areas who have fought against foreign invaders to defend the Fatherland;
- Defense workers who have engaged in combat or served against foreign invaders to defend the Fatherland;
- Officers, soldiers of the Vietnam People's Army, militia, and self-defense forces who have fought, directly served in combat, officers, professional soldiers who have completed their duties during the period of building and defending the Fatherland.

Based on Article 3 of Decree 150/2006/ND-CP, the traditional day of veterans is stipulated as follows:
Article 3. The traditional day of veterans
- December 6 annually is the traditional day of veterans.
- The traditional day of veterans aims to:
a) Honor and commend the significant contributions of veterans in the wars against foreign invaders for national liberation, performing international duties, building, and defending the Fatherland, reflecting the nation’s tradition of gratitude;
b) Encourage veterans to uphold and promote the tradition of "Uncle Ho's soldiers," actively contributing to the cause of building and defending the Fatherland; being exemplary in life, serving as a bright example for educating the younger generation.
- Timely organize activities to commemorate the traditional day of veterans; promote veterans and the Vietnam Veterans Association; organize meetings, inquiries for veterans in difficult circumstances, and other activities to motivate and assist veterans.
According to the above provision, December 6 is annually the traditional day of veterans. According to the lunar calendar, December 6, 2024, corresponds to November 6, 2024, lunar calendar.
What are benefits for veterans in Vietnam?
Based on Article 5 of Decree 150/2006/ND-CP (amended by Clause 2, Article 1 of Decree 157/2016/ND-CP), veterans in Vietnam are entitled to the following benefits:
- Veterans who are recognized as individuals with contributions to the revolution receive preferential policies in accordance with the law on preferential treatment for those with contributions to the revolution.
- Veterans are prioritized for job creation, land allocation, forest allocation, and water surface allocation for production, business activities, and participation in socio-economic development projects:
+ The order, procedures, and authority for land, forest, and water surface allocation are conducted according to the planning of the Central and local levels and the provisions of the law on land;
+ Upon allocation of land, forest, and water surface, veterans are responsible for managing, exploiting, and using them in accordance with the law;
- The state encourages veterans to establish cooperatives, limited liability companies, joint-stock companies, and enterprises to receive land, forests, water surfaces, and participate in socio-economic development projects as stipulated by law.
- Working-age veterans are prioritized for vocational training, job creation, recruitment in agencies, organizations, and units suitable to their health and training specialization, and working abroad.
- Veterans classified as poor according to the standards set by the Government of Vietnam are entitled to:
+ Priority issuance of health insurance cards and medical treatment under health insurance benefits;
+ Priority access to preferential loans from the social policy bank to produce, conduct business, and services with the aim of poverty eradication and hunger alleviation; local authorities and the social policy bank are responsible for creating conditions for veterans to access preferential loans in accordance with the law.
- Veterans who participated in wars from April 30, 1975, and earlier or participated in the national defense war, undertook international duties in Cambodia, and assisted Laos after April 30, 1975, are entitled to health insurance benefits pursuant to the law on health insurance, and upon death, are entitled to funeral policy benefits under current social insurance laws.
- Solitary and unsupported veterans without income when reaching retirement age are prioritized for admission and care at social nurturing centers if proposed by the grassroots veterans association and certified by local authorities; veterans receive legal assistance as prescribed by law.
- When a veteran dies, the local government, agencies, units, and mass organizations collaborate with the Veterans Association and the family to organize the funeral. The organization and devolution of funeral arrangements, funeral expenses, and other policies are implemented according to current regulations guided by the Ministry of Labor, Invalids and Social Affairs in cooperation with the Ministry of Defense, Central Vietnam Veterans Association, and relevant agencies.
- Veterans in veteran association agencies are sent for training and development according to current regulations, and are allowed to take entrance exams to central and local training institutions to enhance their capabilities to meet the association's tasks. Training expenses are ensured by the state budget according to the current official training policies.
- Veterans are entitled to other benefits as stipulated by law.
