On January 23, 1961, the 3rd Session of the Central Committee of the Communist Party (3rd tenure) decided to re-establish the Central Bureau for Southern Vietnam. The Central Bureau for Southern Vietnam, led by Comrade Nguyen Van Linh as Secretary, was tasked with directing all Communist Party work in the South, directly leading the resistance in Southern Vietnam.
Thus, January 23 each year is the anniversary of the establishment of the Central Bureau for Southern Vietnam. According to the Perpetual Calendar, January 23, 2025, corresponds to December 24, 2025, in the lunar calendar.

Based on Article 22 of the Cultural Heritage Law 2024 on criteria for identifying relics by type:
Article 22. Criteria for identifying relics by type
- Historical relics must meet one of the following criteria:
a) Construction works, locations associated with national or local historical and cultural events during the nation's formation and defense;
b) Construction works, locations associated with the life and career of national heroes, celebrities, historical figures who positively influenced the development of the nation or locality during one or multiple historical periods;
c) Construction works, locations associated with the history of industrial, urban, and rural development that positively influenced the development of the nation or locality during one or multiple historical periods.
- Architectural and artistic relics must meet the criteria as architectural works, art, urban or rural architectural complexes, residential areas, urban and rural areas, industrial works containing architectural structures and cultural, historical spaces valuable in one or more stages of historical, architectural, artistic development.
- Archaeological relics must meet the criteria as locations where traces related to human activity are discovered, containing cultural layers with relics, artifacts reflecting cultural history, people, significant for one or multiple historical periods.
