Grassroots information refers to essential information that is directly transmitted to the public through various forms of communication, including local radio stations, public bulletin boards, grassroots information newsletters, non-commercial documents serving grassroots information activities, direct dissemination through grassroots disseminators, electronic portals or websites, social media, internet messaging applications, and telecommunications messages.

2. Grassroots information activities refer to activities that involve providing essential information, receiving feedback, and providing responses from competent authorities, organizations, and individuals regarding the information and feedback of the public through the forms of communication specified in Clause 1 of this Article.

3. Internet messaging applications refer to messaging services on Internet platforms and software accessed via the Internet.

1. Information about the Communist Party of Vietnam's guidelines, state policies, laws, regulations of party committees, local authorities, and important events related to the local population.

2. Information related to the local population:

a) Information about local economic, cultural, and social development projects and programs.

b) Information related to politics, economics, culture, society, scientific knowledge, technology, and socio-economic development of the local area.

c) Information related to local security, public order, social safety, and military affairs.

d) Information about disaster prevention, search and rescue, fire incidents, emergency response, disease outbreaks, and disasters occurring in or affecting the local area.

dd) Information about exemplary individuals, good deeds, new talents, and advanced achievements in various fields.

e) Information on measures to fight, and prevent violations of laws and negative phenomena in society.

g) Information about essential products and services for the production and livelihood of the local population.

3. Other information as stipulated by laws on access to information and laws on grassroots democracy.

What are the principles of grassroots information activities in Vietnam?

Article 4 of Decree 49/2024/ND-CP stipulates the principles of grassroots information activities as follows:

- Providing prompt, accurate, public, transparent, and suitable information that meets the level and needs of the people in each region, especially those in ethnic minority and mountainous areas, remote and far-reaching regions, border areas, and islands.

- Serving the guidance and administration of local Communist Party of Vietnam committees and administrations.

- Ensuring the implementation of the Communist Party of Vietnam's and the State's policy communication tasks, providing essential information to the people.

- Ensuring that citizens are protected and treated equally without discrimination in exercising their right to access information.

- Respecting the contributions and opinions of the people; receiving feedback and information from competent agencies, organizations, and individuals regarding people's feedback.

- Adhering to legal provisions on ensuring security, order, social safety, protecting state secrets, and safeguarding the legitimate rights and interests of agencies, organizations, and individuals.

Note: Decree 49/2024/ND-CP comes into effect from July 1, 2024.
