What is an Extremely Disadvantaged Commune according to Current Regulations?
Based on Article 3 of Decision 33/2020/QD-TTg stipulating the criteria for identifying Area III communes, which are extremely difficult communes, as follows:
Area III communes in ethnic minority and mountainous regions are subject to the provisions of Article 2 of this Decision, have not been recognized as meeting new rural standards, and have one of the following two criteria:
Having a poverty rate of 20% or higher (for communes in the Mekong Delta region, the poverty rate is 15% or higher or having more than 150 poor households that are ethnic minorities).
Having a poverty rate from 15% to below 20% (for communes in the Mekong Delta region, the poverty rate is from 12% to below 15%) and having one of the following criteria:
a) More than 60% of the poor households are ethnic minority households in the total number of poor households in the commune;
b) From 20% or more of ethnic minorities aged 15 to 60 are illiterate in the common language;
c) More than 80% of the employed laborers have not undergone training for 3 months or more in total number of employed laborers;
d) The road from the district center to the commune center is over 20 km long, of which more than 50% of the kilometers are not asphalted or concreted.
