Based on Article 1 of Decision 1486/QD-TTg 2020, the regulation is as follows:
Article 1. Designate October 4 each year as “Vietnam Labor Skills Day.”
Based on Article 11 of Law on Fire Prevention and Fighting 2001, the regulation is as follows:
Article 11. Day for the entire population to participate in fire prevention and fighting
October 4 each year is "Day for the entire population to participate in fire prevention and fighting."
Thus, October 4 is both Vietnam Labor Skills Day and Day for the entire population to participate in fire prevention and fighting.
Vietnam Labor Skills Day on October 4 aims to: Respond to the annual World Youth Skills Day (July 15) adopted by the United Nations General Assembly in 2014.
It also calls on domestic agencies, organizations, individuals, and communities to support and promote professional skills development with concrete actions to enhance Vietnamese labor skills, contributing to increasing labor productivity and national competitiveness.
Fire prevention and fighting efforts hold significant importance in life as they are closely related to the health, lives, and property of the people.
Therefore, Day for the entire population to participate in fire prevention and fighting is a reminder for everyone about their significant responsibilities in fire prevention and fighting efforts to ensure strict compliance and reduce fire-related accidents, contributing to building a strong nation.

Who is responsible for fire prevention and fighting in Vietnam?
Based on Article 5 of Law on Fire Prevention and Fighting 2001, supplemented by Clause 2, Article 1 of Amended Law on Fire Prevention and Fighting 2013, it is stipulated that fire prevention and fighting is the responsibility of each agency, organization, household, and individual on the territory of the Socialist Republic of Vietnam. Specifically:
[1] Citizens aged 18 and over, who are physically fit, are responsible for participating in the civil defense team, the grassroots fire prevention and fighting team established at the place of residence or workplace upon request.
[2] Heads of agencies, organizations, and household heads are responsible for organizing activities and regularly inspecting fire prevention and fighting within their scope of responsibility.
[3] Household heads have the responsibility to:
- Urge and remind family members to comply with legal regulations on fire prevention and fighting.
- Regularly inspect, promptly detect, and remedy potential fire and explosion hazards.
- Coordinate with agencies, organizations, and other households in ensuring safety conditions for fire prevention and fighting; manage and use flammable and explosive substances safely.
[4] Individuals have the responsibility to:
- Comply with regulations, rules, and requirements of authorities on fire prevention and fighting.
- Adhere to laws and have the necessary knowledge on fire prevention and fighting; know how to use common fire prevention and fighting equipment and tools.
- Ensure fire prevention and fighting safety when using sources of fire, heat, equipment, fire-making tools, and when storing and using flammable substances.
- Prevent direct fire risks and violations of fire safety regulations.
- Fulfill other related individual responsibilities.
[5] The Fire Prevention and Fighting Police Force is responsible for guiding and inspecting the fire prevention and fighting activities of agencies, organizations, households, and individuals, and performs firefighting duties.
What are fire prevention and fighting principles in Vietnam?
According to Article 4 of Law on Fire Prevention and Fighting 2001, fire prevention and fighting principles are as follows:
- Mobilize the comprehensive strength of the entire population to participate in fire prevention and fighting activities.
- In fire prevention and fighting activities, prevention is prioritized; proactive prevention is necessary to minimize the occurrence of fires and the resulting damages.
- Be prepared with forces, equipment, plans, and other conditions to promptly and effectively fight fires when they occur.
- All fire prevention and fighting activities must be carried out and resolved primarily with onsite forces and means.
