Pursuant to Article 1 of Decision 1271/QD-TTg in 2008, it is stipulated as follows:
Article 1. October 2 every year is designated as Vietnam Learning Encouragement Day to motivate all social classes and organizations to participate in educational encouragement and talent promotion activities, and to build a learning society; to honor the exemplary studious individuals and groups who have outstanding achievements in educational encouragement and talent promotion.
Thus, October 2 every year is Vietnam Learning Encouragement Day.
Vietnam Learning Encouragement Day is held annually on October 2, chosen to honor the movement of encouraging learning and talent and building a learning society in Vietnam.
The goal of this day is to raise community awareness of the importance of education, encouraging individuals and organizations to participate in educational efforts, especially supporting students in difficult circumstances.
Vietnam Learning Encouragement Day is also an occasion to commend individuals and organizations with outstanding contributions to the learning encouragement movement, while encouraging everyone to engage in lifelong learning, contributing to improving cultural and professional standards for the entire society.
Studiousness is a long-standing tradition of the Vietnamese people. Learning families, learning lineages, and learning villages have significantly developed the local learning movement, creating a distinctive feature of each locality.
The development of educational encouragement activities has contributed to raising public awareness about private investment in education, leveraging material conditions for education development, while awakening and promoting the tradition of studiousness, creating an environment to promote adult learning and lifelong learning, forming the foundation of a learning society.

What are rights and obligations of Members of the Vietnam Association for Promoting Education?
Pursuant to Article 9 of the Charter (amended) of the Vietnam Association for Promoting Education issued with Decision 275/QD-BNV in 2022, it is stipulated the rights of members:
Article 9. Rights of Members
- To be protected by the Association for their lawful rights and interests under the law.
- To be provided by the Association with information related to the Association's activities, and to participate in activities organized by the Association.
- To contribute opinions on the Association's policies and work plans, to propose and suggest ideas to the Association on matters related to the Association's activities.
- To stand for election, to nominate, and to vote for the leadership positions of the Association according to the Association’s Charter.
- To introduce new members.

Thus, members of the Vietnam Association for Promoting Education have the following rights:
- To be protected by the Association for their lawful rights and interests under the law.
- To be provided by the Association with information related to the Association's activities, and to participate in activities organized by the Association.
- To contribute opinions on the Association's policies and work plans, to propose and suggest ideas to the Association on matters related to the Association's activities.
- To stand for election, to nominate, and to vote for the leadership positions of the Association according to the Association’s Charter.
- To introduce new members.
- To be rewarded by the Association when having outstanding achievements in the learning encouragement movement, talent promotion, and building a learning society, and to be recommended by the Association for state commendations according to the Law on Emulation and Commendation.
- To voluntarily withdraw membership from the Association.
- Honorary members enjoy the same rights and obligations as regular members, except for the rights to vote on the Association's matters, and to stand for election, nominate, and vote for the Association’s leadership and Inspection Committee.
What obligations do members of the Vietnam Association for Promoting Education have?
Pursuant to Article 10 of the Charter (amended and supplemented) of the Vietnam Association for Promoting Education issued with Decision 275/QD-BNV in 2022, it is stipulated that members of the Vietnam Association for Promoting Education have the following obligations:
- To strictly adhere to the guidelines and policies of the Communist Party and the State.
- To strictly comply with the Charter of the Association, the resolutions of the Association, and to complete the tasks assigned by the Association’s organizations.
- To participate in the activities and meetings of the Association, to unite and cooperate with other members to develop the Association sustainably.
- To protect the reputation of the Association, and not to use the name of the Association in transactions unless assigned in writing by the Association’s leadership.
- To pay membership fees timely and fully according to the Association’s regulations.
