What is operation capital source of Peasant Assistance Fund in Vietnam?
Pursuant to Article 3 of Circular 69/2013/TT-BTC stipulating the sources of operating capital:
Article 3. Sources of operating capital
1. The operating capital of the Peasant Assistance Fund is formed from the following sources:
a) Owner’s equity:
- Capital allocated by the state budget (for the Central Peasant Assistance Fund allocated by the central budget; for provincial and district Farmers’ Support Funds allocated by the provincial and district budgets, respectively);
- Capital mobilized or received from sponsorships from organizations and individuals inside and outside the country to develop agriculture and rural areas;
- Annually self-supplemented capital.
b) Capital entrusted by the State and by domestic and foreign organizations for the development of agriculture and rural areas.
c) Other legal sources as prescribed by law.
2. The Peasant Assistance Fund is not allowed to raise capital or borrow funds in the form of savings deposits, or issuance of promissory notes, treasury bills, bonds, and cannot engage in commercial borrowing from organizations or individuals like the operations of banking institutions.
According to the aforementioned regulations, the operating capital of the Peasant Assistance Fund is formed from the following sources:
- Owner’s equity
- Capital entrusted by the State, by domestic and foreign organizations for the development of agriculture and rural areas
- Other legal sources as prescribed by law

Article 8. Charter of organization and operation of the Peasant Assistance Fund
1. The Charter of organization and operation of the Peasant Assistance Fund includes the following basic contents:
a) Name and main office location;
b) Legal status, legal representative;
c) Principles and scope of operation;
d) Charter capital;
dd) Organizational and management structure;
e) Functions and tasks;
g) Functions, tasks, and powers of the Board of Directors, the Executive Committee, and the Supervisory Board;
h) Standards, conditions, planning, and appointment of managerial positions;
i) Recruitment of labor, planning, and appointment of other leadership positions;
k) Accounting, financial, and auditing regime;
l) Procedure for amending and supplementing the organization and operation bylaw;
