- Serve as role models, adhere to and promote the Vietnam Communist Party's guidelines, policies, and state laws among children and young people.
- Participate in building and defending the Vietnam Communist Party, government, and other people's organizations.
- Comply with the Union's Charter and resolutions; actively promote awareness about the Union among young people; participate in Union activities and pay Union fees as required.
- Establish close relationships with young people, actively contribute to the Vietnam Youth Federation, the Vietnam Students' Association, and other members of the Vietnam Youth Federation, as well as the Ho Chi Minh Young Pioneer Organization; support young people and Pioneer members in becoming Youth Union members; participate in Union activities at their place of residence.

What are criteria of a member of the Ho Chi Minh Communist Youth Union in Vietnam?
According to Article 1 of the Charter of the Ho Chi Minh Communist Youth Union in 2022, the provisions are as follows:
1. The members of the Ho Chi Minh Communist Youth Union are progressive Vietnamese youth who strive for the goals and ideals of the Communist Party of Vietnam and President Ho Chi Minh. They have a patriotic spirit, a strong sense of national pride, a healthy and thrifty lifestyle, and actively participate in learning, labor, social activities, and the defense of the homeland. They have a close connection with youth and strictly abide by the laws of the state and the Union's charter.
2. Vietnamese youth aged 16 to 30 who actively engage in learning, labor, and the defense of the homeland, and support the Union's charter, are eligible to join the Union. They voluntarily participate in the activities of a grassroots organization of the Union and undergo a thorough background check before being admitted.
3. The admission process for youth into the Union is carried out through the following steps and procedures:
- The youth voluntarily submit an application, provide personal information, and are introduced and endorsed by one of the following entities or individuals:
+ A Union member who has worked or engaged in activities together for at least three months.
+A collective of the Vietnam Youth Federation (if a member of the Vietnam Youth Federation).
+ The Executive Committee of the Vietnam Students' Association (if a member of the Vietnam Students' Association).
+ A scout group (if a member of the Ho Chi Minh Young Pioneer Organization).
- The admission is approved by the Union's branch conference with the consent of at least half (1/2) of the total number of members present at the conference. The decision on admission is made directly by the higher-level Union. In the case of admitting multiple individuals, each person must be evaluated and decided upon individually.
- In places where there is no Union organization or Union members, or where there is no Vietnam Youth Federation or Vietnam Students' Association, the higher-level Union will assign officers and members to work on developing Union members, or a Party member who has worked or engaged in activities for at least three months in that place will introduce and endorse the individual. The higher-level Executive Committee will directly make the decision on admission.
