What are the means for mobile library activities and information resource circulation in Vietnam?

Pursuant to Article 10 of Circular 05/2022/TT-BVHTTDL stipulating the means for mobilethe means for mobile library activities and information resource circulation in Vietnam as follows:

1. The library shall arrange facilities for mobile library activities and information resource circulation activities as prescribed at Point a, Clause 1, Article 6 of this Circular, including: cars, boats, trolleys or other means of transportation suitable to the characteristics, nature of operation and conditions of the library.

2. Means in service of mobile library activities must satisfy the following requirements:

a) There is enough space to store documents, computers and equipment, banners, slogans and other items in service of the operation of the mobile library;

b) Have computers with internet connection and supporting materials for providing mobile library products and services;

c) Have equipment to support power generation, sound and lighting.

3. Encourage libraries to apply standards to mobile library service facilities to improve the quality and efficiency of providing products and services for users.

What are librarians' responsibilities in mobile library activities and information resource circulation in Vietnam?

Pursuant to Article 11 of Circular 05/2022/TT-BVHTTDL stipulating librarians' responsibilities in mobile library activities and information resource circulation in Vietnam as follows:

1. Libraries that carry out mobile library activities and circulate information resources are responsible for:

a) Formulate plans suitable to people's needs and conditions of work, study and daily life, giving priority to remote, isolated and difficult socio-economic conditions, border, islands, ethnic minority areas, submit to competent agencies for approval and organize the implementation;

b) Build a specialized information resource repository to serve mobile library activities and information resource circulation according to the provisions of this Circular; regularly update and renew the content of information resources;

c) Notify the local government or library management agency at the place where the mobile service or information resource circulation organization is located about the operation plan for effective work coordination; proactively coordinate with relevant agencies to organize mobile library activities and circulate information resources according to the provisions of this Circular;

d) Survey the information infrastructure at mobile library operation points, circulating information resources, ensuring convenient internet connection, serving the access and lookup of information resources;

dd) Make periodical, annual reports and irregular reports on the operation of the mobile library and the circulation of information resources to the governing body and the state management agency in charge of the library in accordance with provisions of law;

e) Mobilize socialization resources to increase resources for mobile library activities and information resource circulation;

g) Manage human resources, finance and assets of the library during its operation; preservation of information resources, inventory and statistics of assets after each service;

h) Perform other duties as prescribed by law.

2. Libraries that play an important role in accordance with the law have the responsibility to:

a) The responsibilities specified in Clause 1 of this Article;

b) Play a key role in connecting and sharing digital documents, implementing regulations on communication and sharing information resources in accordance with the law.

3. Provincial public libraries play a key role in mobile library activities and local circulation of information resources.

What are responsibilities of organizations and individuals participating in mobile library activities and information resource circulation in Vietnam?

Pursuant to Article 12 of Circular 05/2022/TT-BVHTTDL stipulating responsibilities of organizations and individuals participating in mobile library activities and information resource circulation in Vietnam as follows:

1. Comply with the library's internal rules and regulations and other relevant laws.

2. Participate in the preservation of information resources and mobile service facilities and equipment of the library according to regulations.

3. Organizations and individuals that receive mobile library activities and circulate information resources, in addition to complying with the provisions of Clauses 1 and 2 of this Article, are responsible for:

a) Arrange locations, ensure security, social order and safety for mobile library activities; ensure storage facilities and take measures to prevent loss of information resources when receiving and circulating;

b) Coordinate with the library in implementing activities to serve users;

c) After receiving information resources, they must deploy activities to serve users, make statistics of service results according to regulations, recover information resources after service deployment, evaluate effectiveness and Proposing new information resources in accordance with the needs.
