- Putting the interests of the Party, the nation, the nation and the people above all else; preserving the quality, ethics, prestige and honor of librarians in accordance with social ethical standards, fine customs and traditions and Vietnamese cultural traditions.

- Strictly observing the provisions of law on the rights and obligations of citizens, civil servants and public employees; uphold the civic responsibility, the responsibility of librarians.

- Constantly learning and practicing to improve political awareness and professional qualifications and skills. Have a sense of responsibility towards the work; consciously fighting wrong and negative behavior; practice thrift, fight embezzlement, waste.

- Respecting and wholeheartedly serving library users, without discriminating on ethnicity, gender, skin color, social class, age, education level, religious beliefs in any form.

- Protecting and promoting the value of national cultural heritage, information resources, library assets and facilities.

- Being honesty, objectivity, frankness; doing scientific work, having clear opinions; having enthusiasm and aspiration to contribute to the development of the industry; constantly learning, innovating and improving working processes, ensuring professional and professional quality to improve the quality of library products and services to meet the needs of library users, contributing to improving the quality of library services. professional reputation; mastering and regularly updating the legal regulations in the field of libraries.

- Taking library users as the center, building a friendly and equal environment, creating conditions for library users to access and use information resources and library facilities; creating a friendly, favorable and equal library environment for library users anytime, anywhere.

- Dressing neatly and politely in accordance with the working environment, customs and practices and characteristics of professional activities and the nature of work; wear the card in accordance with regulations; keeping the workplace neat and clean; not smoking, using alcoholic beverages or banned substances during the performance of their duties; do not work separately during business hours.

- Complying with the discipline of the organization, properly and fully comply with the requirements of the professional process; ensuring objectivity, equality and fairness in formulating policies related to the development of library's information resources and organization of library services; complying with legal provisions on intellectual property; promoting the application of copyright exceptions to the library while protecting the rights of authors.

- Being honest, sincere, solidarity, spirit of coordination, sharing responsibilities, helping each other to develop their capacity, improve professional qualifications; guiding and helping newcomers to their profession and develop professional skills.

- Being responsible, standard, serious, frank, constructive in speaking, expressing, giving suggestions and sharing views with colleagues; respecting, demanding and listening to the opinions of colleagues. Respecting the advancement of colleagues, not competing by using unethical behavior.
