What are emergency hotlines and their use purpose in Vietnam?

Pursuant to Appendix 3 issued together with the Circular 22/2014/TT-BTTTT (amended Clause 6 Article 1 of the Circular 27/2021/TT-BTTTT) stipulating 4 emergency hotlines as follows:

- 112: Search, rescue number. Shared numbers, nation-wide services, emergency services.

- 113: Police number. Shared numbers, nation-wide services, emergency services.

- 114: Fire fighting number. Shared numbers, nation-wide services, emergency services.

- 115: Medical emergency number. Shared numbers, nation-wide services, emergency services.

In addition, currently, there is one more important emergency hotline, which is 111. This is the National hotline for children protection (Shared numbers, nation-wide services)

Pursuant to Clause 3 Article 7 of the Decree 144/2021/NĐ-CP stipulating violations against regulations on public order as follows:

3. A fine ranging from 2.000.000 VND to 3.000.000 VND shall be imposed for any of the following violations:

a) Taunting, teasing, insulting, humiliating another person, except the cases specified in Point b Clause 2 Article 21 and Article 54 of this Decree;

b) Organizing, hiring, enticing, tempting another person to cause injuries or bodily harms, or to insult or humiliate another person but not liable to criminal prosecution;

c) Providing false information for a competent authority or organization;

d) Calling 111, 113, 114, 115 or a hotline number of an organization for the purpose of harassment, threatening or insulting;

Pursuant to Clause 2 Article 4 of the Decree 144/2021/NĐ-CP stipulating as follows:

2. The fines specified in Chapter II of this Decree are imposed upon administrative violations committed by individuals. The fine imposed upon an organization for the same violation shall be twice the fine imposed upon an individual.

As regulations above, a fine ranging from 2.000.000 VND to 3.000.000 VND shall be imposed for calling 111, 113, 114, 115 for the purpose of harassment in Vietnam.

1. Taking advantage of telecommunications activities to act against the State of the Socialist Republic of Vietnam; causing harm to the national security and social order and safety; undermining the all-people great solidarity; propagating war of aggression: sowing haired and conflict among nations, ethnicities and religions: propagating and disparaging violence, debauchery, depraved lifestyle, crimes, social evils and superstitious practices; breaching the nation's fine customs and traditions.

2. Disclosing state secrets; military, security, economic, external secrets and other confidential information specified by law.

3. Stealthily retrieving, eavesdropping on or accessing without permission information on telecommunications networks; hacking and using without permission telecommunications resources, passwords, keywords and private information of other organizations and individuals.

4. Spreading information to distort, slander or bringing down the prestige of organizations or honor and dignity of individuals.

5. Advertising, propagating or trading in goods or services banned by law.

6. Illegally obstructing, disrupting or undermining the establishment of the telecommunications infrastructure, the lawful provision and use of telecommunications services.

As regulations above, prohibited acts in telecommuni­cations activities in Vietnam are:

- Taking advantage of telecommunications activities to do following acts:
