Based on Article 7 of Decree 61/2024/ND-CP, the criteria for awarding the title of People's Artist are as follows:
- Loyalty to the Fatherland; compliance with the Party's guidelines, State policies, laws, regulations, and rules of agencies, organizations, and localities.
- Good moral character, exemplary in life, dedicated to the profession; outstanding artistic talent in the honored cultural and artistic fields; professional reputation; spirit of serving the people, recognized and admired by colleagues and the people.
- Continuous or cumulative professional activity in the cultural and artistic field for 15 years or more, or 10 years or more for circus and dance arts.
- Achieving one of the following criteria:
+ At least 2 national Gold prizes, including 1 individual national Gold prize.
+ At least 1 national Gold prize and 2 national Silver prizes, including 1 individual national Gold prize.
+ In the absence of an individual national Gold prize, at least 3 national Gold prizes converted to individuals as regulated in Appendix II accompanying Decree 61/2024/ND-CP.
+ At least 2 national Gold prizes for music or photography works.
+ Outstanding dedication and exceptional artistic talent that does not meet the above criteria but is discussed and agreed upon by higher-level councils and decided by the Prime Minister in specific cases:
++ Individuals who are elderly as defined in Article 2 of the Law on Elderly People 2009; have additional professional artistic activity of 10 years compared to the provisions in clause 3 of Article 8 of Decree 61/2024/ND-CP; have made significant contributions in the honored cultural and artistic fields, especially during the period of the national resistance war.
++ Individuals with additional professional artistic activity of 10 years compared to the provisions in clause 3 of Article 8 of Decree 61/2024/ND-CP; have made outstanding contributions in the honored cultural and artistic fields; are actively involved in professional artistic performance activities, serving the political tasks at the provincial, city, ministry, and national levels.
++ Individuals with additional professional artistic activity of 10 years compared to the provisions in clause 3 of Article 8 of Decree 61/2024/ND-CP; have made outstanding contributions in the honored cultural and artistic fields; are actively involved in professional artistic performance activities in symphony music, opera, and musical theater.
++ Individuals who are teachers or lecturers in professional cultural and artistic training institutions.
+++ Directly train at least 3 students, including at least 2 students who have won Gold prizes and 1 student who has won a Silver prize at national and international artistic competitions.
+++ Actively participate in professional artistic performance activities and have made outstanding contributions in the honored cultural and artistic fields, or have additional professional artistic activity of 10 years compared to the provisions in clause 3 of Article 8 of Decree 61/2024/ND-CP, have made outstanding contributions in the honored cultural and artistic fields, actively participate in professional artistic performance activities, serving the political tasks at the provincial, city, ministry, and national levels.

How is the title of People's Artist awarded in Vietnam?
Based on Article 4 of Decree 61/2024/ND-CP, the principles for awarding the titles of "People's Artist" and "Outstanding Artist" are as follows:
Principles for awarding the titles of "People's Artist" and "Outstanding Artist":
1. Implementing the provisions in points a, b, and c of Article 2 of the Law on Emulation and Reward.
2. The higher-level councils with the authority are allowed to consider cases that meet the conditions, criteria, procedures, and documentation requirements as prescribed in this Decree.
3. The titles of "People's Artist" and "Outstanding Artist" shall not be awarded to co-authors of music works and photographic works.
Therefore, the principles for awarding the title of People's Artist are as follows:
- Accuracy, transparency, openness, fairness, and timeliness.
- Ensuring consistency between the form, the recipients of the award, and the achievements and contributions made.
- An award can be given multiple times to one recipient; multiple awards or forms of recognition should not be given for a single achievement; the level of recognition should correspond to the level of achievement.
- The higher-level councils with the authority are allowed to consider cases that meet the conditions, criteria, procedures, and documentation requirements as prescribed.
- The title of People's Artist shall not be awarded to co-authors of music works and photographic works.
What rights and obligations do individuals awarded the title of People's Artist in Vietnam have?
Based on Article 6 of Decree 61/2024/ND-CP, the rights and obligations of individuals awarded the title of People's Artist are as follows:
- Individuals are awarded with a Badge, Certificate of Recognition from the President, monetary rewards, and entitled to other benefits as prescribed by law.
- Individuals have the obligation to preserve the awarded artifacts; continue to engage in creative cultural and artistic work to produce valuable films, programs, performances, acts, cultural and artistic works to serve the people.
