According to Article 8 of Decree 61/2024/ND-CP (effective from July 22, 2024), the criteria for awarding the title of Excellent Artist to individuals are as follows:
[1] Loyalty to the Fatherland; compliance with the Party's guidelines, State policies, laws, regulations, and rules of agencies, organizations, and localities.
[2] Good moral character, exemplary in life, dedicated to the profession; outstanding artistic talent in the honored cultural and artistic fields; professional reputation; spirit of serving the people, recognized and admired by colleagues and the people.
[3] Continuous or cumulative professional activity in the cultural and artistic field for 15 years or more, or 10 years or more for circus and dance arts.
[4] Achieving one of the following criteria:
- At least 2 national Gold prizes, including 1 individual national Gold prize.
- At least 1 national Gold prize and 2 national Silver prizes, including 1 individual national Gold prize.
- In the absence of an individual national Gold prize, at least 3 national Gold prizes converted to individuals as regulated in Appendix II accompanying Decree 61/2024/ND-CP.
- At least 2 national Gold prizes for music or photography works.
- Outstanding dedication and exceptional artistic talent that does not meet the criteria mentioned in point a or point b or point c of clause 4, Article 8 of Decree 61/2024/ND-CP, but is discussed and agreed upon by higher-level councils and decided by the Prime Minister in specific cases including:
+ Individuals who are elderly as regulated in Article 2 of the Law on the Elderly 2009; have an additional 10 years of professional artistic activity compared to the regulations in clause 3, Article 8 of Decree 61/2024/ND-CP; have made outstanding contributions in honored cultural and artistic fields, especially during the period of national salvation resistance.
+ Individuals who have an additional 10 years of professional artistic activity compared to the regulations in clause 3, Article 8 of Decree 61/2024/ND-CP; have made outstanding contributions in honored cultural and artistic fields; actively participate in professional artistic performance activities and serve the political tasks at the provincial, city, ministerial, and national levels.
+ Individuals who have an additional 10 years of professional artistic activity compared to the regulations in clause 3, Article 8 of Decree 61/2024/ND-CP; have made outstanding contributions in honored cultural and artistic fields; actively participate in professional artistic performance activities in symphony, opera, and music theater.
+ Individuals who are teachers or lecturers at professional cultural and artistic training institutions:
++ Directly train at least 3 students, including at least 2 students achieving Gold prizes and 1 student achieving Silver prize at national and international artistic competitions (international awards for students evaluated by the specialized agency of the Ministry of Culture, Sports and Tourism, with written confirmation as a basis for evaluating the achievements of teachers and lecturers).
++ Actively participate in professional artistic performance activities and have significant exemplary contributions in the honored cultural and artistic fields, or
++ Have an additional 10 years of professional artistic activity compared to the regulations in clause 3, Article 8 of Decree 61/2024/ND-CP, have significant exemplary contributions in the honored cultural and artistic fields; actively participate in professional artistic performance activities and serve the political tasks at the provincial, city, ministerial, and national levels.

Based on Article 5 of Decree 61/2024/ND-CP, which regulates the time for consideration, announcement, and organization of the awarding of the titles "People's Artist" and "Excellent Artist":
The time for consideration, announcement, and organization of the awarding of the titles "People's Artist" and "Excellent Artist"
1. The titles "People's Artist" and "Excellent Artist" shall be considered, announced, and awarded in accordance with the provisions of Clause 4 of Article 66 of the Law on Emulation and Reward.
2. The Ministry of Culture, Sports and Tourism shall organize the ceremony for awarding the titles "People's Artist" and "Excellent Artist".
Therefore, the time for consideration, announcement, and organization of the awarding of the title "Excellent Artist" is once every 3 years on the occasion of the anniversary of the National Day of the Socialist Republic of Vietnam.
What documents are required in the application for the title of Excellent Artist in Vietnam?
According to Article 13 of Decree 61/2024/ND-CP, the application for the title of Excellent Artist should include the following documents:
- Application form for the title of Excellent Artist.
- Certified copy or authenticated copy, or a copy and presentation of the original for verification (in the case of submitting the application directly); certified copy or authenticated copy (in the case of submitting the application through mail or electronically) of the decisions on awarding prizes.
- Confirmation from the Head of the unit regarding the individual's participation in artworks that have won Gold or Silver prizes at competitions, festivals, or professional artistic performances, used for conversion when calculating the individual's achievements.
- Certified copy or authenticated copy, or a copy and presentation of the original for verification (in the case of submitting the application directly).
- Certified copy or authenticated copy (in the case of submitting the application through mail or electronically) of the decisions on honorary titles and forms of commendation (if any).
