Based on Clause 1, Article 2 of Decision 3246/QD-BVHTTDL in 2021, the responsibilities of the Ministry of Culture, Sports and Tourism and its affiliated units in the child drowning prevention and safety swimming program 2021-2030 are as follows:
- The General Department of Sports and Physical Training is the permanent unit responsible for:
+ Leading and coordinating with the Vietnam Aquatic Sports Association to develop and disseminate specialized instructional materials, video clips, and technical guidance on the child drowning prevention and safety swimming program. They are also responsible for organizing specialized training and professional development for officials, trainers, collaborators, and core instructors at the provincial and municipal levels.
+ Providing input to the Ministry in issuing the framework for training programs for water rescue personnel in child drowning incidents, guidelines for evaluating children's swimming abilities, water safety skills, and guidelines for managing simple types of swimming pools in line with local implementation of the program.
+ Collaborating with relevant departments, offices, and units to develop plans, allocate funds, and implement assigned tasks until 2030, to be submitted to the Minister for approval and implementation.
+ Monitoring and guiding units and localities to actively implement the program, compiling and reporting the results to the Ministry of Culture, Sports and Tourism. Providing input to the Ministry in organizing the midterm conference in late 2025 and the overall evaluation of the program in late 2030. Collaborating with the Department of Emulation and Reward to propose commendations for teams and individuals who have performed well in implementing the program.
- The Department of Family Affairs is responsible for leading and coordinating with the Family and Society Council and the Vietnam Women's Union to guide the women's unions in provinces and cities to enhance the dissemination of the purpose and significance of children participating in swimming training for drowning prevention, health enhancement, physical development, and self-defense skills. They are also responsible for mobilizing families to create favorable conditions for their children to participate in swimming training and competitions at schools and swimming facilities outside of schools.
- The Inspectorate of the Ministry of Culture, Sports and Tourism strengthens inspection and supervision. They provide guidance to the provincial and municipal Departments of Culture, Sports and Tourism, the Departments of Culture and Sports, the Departments of Culture, Information, Sports and Tourism, and the Departments of Tourism to inspect and supervise the compliance with legal regulations in organizing swimming, diving, and underwater entertainment activities. They also ensure timely handling of violations.
- The media agencies under the Ministry of Culture, Sports and Tourism collaborate with central and local media agencies to diversify forms of communication regarding knowledge and skills related to water safety and drowning prevention. They provide information on the implementation of the program in different localities, and commend and introduce exemplary teams and individuals who have made contributions to the development of swimming instruction, learning to swim, and drowning prevention in various units and localities.
