2. Tasks and powers of the Standing Board:

a) Assist the Executive Board in implementing the resolutions of the General Meeting, the Association's Charter, organize the implementation of the Executive Board's resolutions and decisions, and manage the Association's work between the two Executive Board meetings;

b) Prepare content and decide to convene the Executive Board meeting;

c) Decide on the establishment of organizations and units under and under the Association according to the resolutions of the Executive Board; defining functions, tasks, powers and organizational structure; decide on appointment and dismissal of leaders of organizations and units under the Association; signing labor contracts for staff of the Office, specialized departments and units of the Association (if any);

d) Decide the admission, exclusion and deletion of members' names according to regulations promulgated by the Executive Board; reward and discipline members; consider and settle petitions, complaints and denunciations related to the Association and its members in accordance with the Charter and provisions of law;

3. Operating principles of the Standing Board:

a) The Standing Committee operates according to the regulations promulgated by the Executive Board, in compliance with the law and the Association's Charter;

b) The Standing Committee meets periodically every 03 (three) January (one) times. In case of necessity, the President of the Association may convene an extraordinary meeting of the Standing Committee to deal with important and urgent issues that arise or when there are two-thirds (two-thirds) of the total number of members in the Standing Committee. request service. Resolutions and decisions of the Standing Board are approved when more than half (one-half) of the total number of Standing Committee members attending the meeting vote in favor.

c) Between two meetings of the Standing Committee to decide on issues within the competence of the Standing Board, it may consult, discuss and approve written opinions;

d) Meetings of the Standing Committee are considered valid when more than two thirds (two thirds) of the total number of Standing Committee members attending the meeting vote in favor. The Standing Committee may vote by show of hands or secret ballot. The regulation of the form of the form shall be decided by the Standing Committee.
