What are regulations on developing other technology platforms for information poverty reduction in sustainable poverty reduction in the period of 2021-2025 in Vietnam?

Pursuant to Article 9 of the Circular 06/2022/TT-BTTTT (effective from August 14, 2022) stipulating the development of other technology platforms for information poverty reduction as follows:

1. Content of implementation:

a) Build software, databases, information technology and information security equipment; hire information technology services according to regulations;

b) Maintain, operate and exploit information technology platforms.

2. Implementation organization:

In case relevant agencies and organizations have a need to develop information technology platforms to serve the work of reducing information poverty, agencies and organizations shall develop specific plans (which clarify the necessary, objectives, foundational content to be developed, capital sources for implementation and the ability to transfer technology to other agencies and organizations) to the Ministry of Information and Communications for consideration and consensus before during implementation (to avoid duplication), integrate into the subproject implementation plan and monitor the implementation.

What are regulations on new production of journalistic works and other products that provide essential content for society in sustainable poverty reduction in the period of 2021-2025 in Vietnam?

Pursuant to Article 10 of the Circular 06/2022/TT-BTTTT (effective from August 14, 2022) stipulating new production of journalistic works and other products that provide essential content for society in sustainable poverty reduction in the period of 2021-2025 in Vietnam as follows:

1. General requirements

a) Produce new journalistic works and other media products in thematic form in order to provide essential information with long-term use value to serve society, with priority given to serving the areas with extremely difficult socio-economic conditions with a high poverty rate.

b) Press agencies and other media agencies performing this task must ensure:

- In accordance with the functions and tasks of the implementing agency;

- Do not overlap with the recurrent expenditure tasks of the implementing agency;

- Do not overlap with the implementation of other programs and projects;

- Satisfy the criteria specified in Clause 2 of this Article.

2. Criteria for selection of information and propaganda content:

a) Content criteria: The content of information and propaganda must be thematic, closely adhere to the requirements, information orientation and propaganda of the governing body, state management agency and essential information for the weakness of society;

b) Criteria of form, genre and duration: Conform to the requirements and propaganda orientations of the governing body; ensure suitability and practicality with beneficiaries; the form of expression is friendly, attractive, easy to understand, suitable to the fine customs, customs and laws of Vietnam;

c) Effectiveness criteria: Information content is applicable to life and production, helping to raise people's general awareness and understanding; have a spillover effect on the media and communication;

d) Priority criteria: Prioritize information and communication to regions with difficult socio-economic conditions, borders and islands.

3. Content of implementation:

a) Producing new press works and other media products with essential information content, including ethnic minority languages ​​(if any);

b) Publishing and broadcasting journalistic works; disseminating other communication products, including:

- For printed newspaper products: Release to libraries; public information service points in communes with extremely difficult socio-economic conditions, island communes, island districts, and other addresses suitable to the beneficiaries and according to the service purposes of the product;

- For radio and television programs: Broadcast on essential radio channels, television channels, and other broadcast television channels;

- Posting electronic journalistic works on specialized pages and columns of the electronic newspaper, posting other electronic media products on technology platforms used by the press agency, on the website of the press agencies and organizations performing their tasks and on technology platforms to provide essential electronic newspapers under the guidance of the Ministry of Information and Communications);

- Broadcasting radio programs on commune-level radio stations.

4. Implementation organization:

a) Ministries and central agencies are responsible for:

- Based on the tasks of information, propaganda and provision of essential information of the sector or field, direct the press agencies and affiliated agencies to make implementation plans and report to the governing bodies to the Ministry of Information and Communication to summarize the subproject implementation plan and monitor the implementation;

- Organize and direct the implementation of the plan on the basis of the assigned estimate in accordance with the law.

b) Provincial-level People's Committees are responsible for: Organizing the implementation, directing the performance of tasks in the locality; assign the Department of Information and Communications to assume the prime responsibility for, and coordinate with local press agencies and relevant agencies in, planning the implementation of local tasks, reporting to the provincial People's Committees for consideration and sending to the Ministry of Information and Communications synthesizes and monitors the implementation;

c) Press agencies and agencies and organizations assigned to perform their tasks are responsible for: Implement the plan assigned by their managers in accordance with the provisions of the Press Law and other relevant laws;
