What are principles in deploying mobile library activities and information resource circulation in Vietnam?
Pursuant to Article 4 of Circular 05/2022/TT-BVHTTDL stipulating principles in deploying mobile library activities and information resource circulation as follows:
1. Comply with the rules and procedures for professional and library activities.
2. User-centered library; regularly innovate in the process of providing library products and services; proactive, timely, flexible, ensuring access to information resources and library products and services serving the needs of learning, research and entertainment for all audiences, especially children, the elderly and people with disabilities.
3. To arrange the operating hours of the mobile library and to circulate information resources in accordance with living, learning and production conditions; ensure the full implementation of professional activities specified in this Circular.
4. Ensure the safety of people and property of the library; promptly adapt to each specific conditions and circumstances.
5. Applying information technology, digital transformation towards the development of digital information resources, open information resources, digital libraries in organizing mobile library activities and circulating information resources.
6. Establish a coordination mechanism between libraries, libraries and related agencies and organizations in order to mobilize, share and effectively promote resources to serve users.
7. Comply with the provisions of the law on intellectual property, science and technology, information technology, network security and other relevant laws.
What are regulations on mobile library activities in Vietnam?
According to Article 5 of Circular 05/2022/TT-BVHTTDL, mobile library operations are regulated as follows:
1. Development of information resources
a) Survey the locations, objects and needs of users that the library is responsible for serving as a basis for selecting and supplementing types of information resources to ensure that they are suitable to their qualifications and needs. user's. Prioritize the selection of information resources for local economic, cultural and social development and information resources for specific target groups such as children, the elderly, people with disabilities, ethnic minorities, people in border areas, islands, areas with difficult and extremely difficult socio-economic conditions, and specialized groups (managers, researchers, enterprises, organizations and individuals wishing to use information resources in service of production and business);
b) Report on survey results, make a list of selected information resources and include them in the library's annual mobile library operation plan; the selection of information resources must satisfy the following requirements:
- Information resources are printed materials with at least 03 copies or more for 01 book title in the library's bookstore and are not subject to information resources restricted from use as prescribed;
- Information resources are up-to-date, not outdated, suitable to the needs of each service or rotation point;
- For information resources that are digital documents, they must comply with the provisions of the law on intellectual property and other relevant regulations.
c) Supplementing information resources in the form of receiving publications, purchasing information resources, accessing databases, digital information resources, open information resources, information resources; public, other valuable online information resources.
2. Information processing and organization of information search shall comply with the professional process in service of the search and use in accordance with the provisions of law.
3. To create and provide library information products and mobile library services that are scientific and modern, suitable to the functions and tasks of the library and the needs of library users.
a) Library information products include: information retrieval system, bibliographic database, data and full text; thematic information directory serving target groups; other library information products formed in the process of processing information resources of the library selected by the library for mobile service;
b) Library services include: organizing reading space, providing on-site information resources; advise and guide the use of information resources of the library; public computer and internet access; organize reading promotion activities; services of providing information upon request and other services in accordance with the library's functions and tasks as prescribed by law.
4. Communication in mobile library activities
a) To plan and organize communication and advocacy activities associated with national and local events and other events of the library industry in accordance with law;
b) Introduce information resources, products and services, utilities of the library and other contents as prescribed by law; building public relations, the image of the library;
c) Displaying, exhibiting and introducing books, combining propaganda and introduction of mobile library activities through the media and social networks; integrate the activities of the mobile library in the events of Vietnam Book and Reading Culture Day, reading promotion contests and other cultural and educational activities.
5. To make statistics of service efficiency according to the criteria of the number of people served, the number of information resources and other indicators according to Form No. 01 specified in the Appendix to this Circular.
6. Evaluation of mobile library activities in accordance with the law on assessment of library activities.
7. Inventory the quantity of damaged information resources in order to have an appropriate preservation plan for reuse. Damaged information resources are printed documents that are no longer recoverable or lost and are included in the list of information resources requested for purification in accordance with law.
What is implementation of rotation of information resources in library operations in Vietnam?
Pursuant to Article 6 of Circular 05/2022/TT-BVHTTDL, rotation of information resources in library operations as follows:
1. Forms of information resource rotation include:
a) Transferring to locations outside the library office for information resources such as printed documents, handwritten documents, audio-visual materials, micro-format documents including microfilm, micro-tickets, special documents for people with disabilities and other physical materials;
b) Circulating through cyberspace for information resources which are digital documents.
2. The rotation of information resources specified at Point a, Clause 1 of this Article is done as follows:
a) Develop plans, select locations for rotation, give priority to points far from the center, places with district and commune libraries, bookcases in residential areas, cultural houses, community activities centers, schools and other sites that serve books and newspapers to communities with difficulties about information resources or people's high demand for library use;
b) Select information resources that are printed documents for circulation according to the instructions at Points a and b, Clause 1, Article 5 of this Circular and not at the same time as information resources selected for mobile service. as prescribed in Article 5 of this Circular;
c) The maximum rotation time of information resources is 06 months with 01 rotation point.
For circulation points in remote areas, border areas, islands, the time of circulation of information resources shall be decided by the library performing the rotation, but must ensure circulation in serving information resources. trust at the point of rotation;
d) To hand over information resources to the rotation point, the library is responsible for:
- Make a minutes of handover of information resources circulating according to Form No. 02 specified in the Appendix attached to this Circular; provide a list of information resources that have been handed over to the person in charge of the rotation point;
- Guiding the person in charge of the rotation point on methods of organizing, preserving information resources and serving users;
- Request the person in charge of the rotation point to assess the level of use of information resources and users' needs;
- Summarize the results of using information resources of the rotation points as a basis for building a list of information resources expected to be circulated next for each rotation point.
dd) Make an inventory of the quantity and statistics of damaged or lost information resources in order to have a plan for restoration and purification according to regulations. Information resources that are damaged and cannot be restored or are lost shall be included in the list of information requested for purification according to the provisions of law.
3. The circulation of information resources specified at Point b, Clause 1 of this Article is done through the sharing of digital documents specified in Article 7 of this Circular.
