What are principles for implementation of the Project on Communication and Poverty Reduction in Information for the period 2021-2025 in Vietnam?
Pursuant to Article 2 of the Circular 06/2022/TT-BTTTT (effective from 14/08/2022) stipulating principles for implementation of the Project on Communication and Poverty Reduction in Information for the period 2021-2025 in Vietnam as follows:
1. Not duplicate the content implemented in other state budget-funded programs, schemes and projects.
2. Prioritize to support for project implementation in communes with extremely difficult socio-economic conditions in border areas, flatlands, coastal areas and islands; ensure that it is suitable to the information accessibility of people in ethnic minority areas in poor districts and communes with extremely difficult socio-economic conditions.
3. Specify specific contents and tasks of the Poverty Reduction Subproject on information to serve the management of the plan to implement the objectives and tasks of this Subproject in the localities.
4. Clearly define the responsibilities of ministries, central and local agencies and relevant agencies, organizations and individuals in the management and implementation of the Project.
5. Manage and use capital sources for project implementation in accordance with the provisions of law; ensure savings and efficiency; strengthen the integration and inheritance of implementation results of other programs and projects, avoiding waste.
6. Ensure publicity and transparency in the use of allocated funds for the implementation of the Project.
What are regulations on building capacity for information and communication staff under the National Target Program for Sustainable Poverty Reduction in Vietnam?
Pursuant to Article 3 of the Circular 06/2022/TT-BTTTT (effective from 14/08/2022) stipulating regulations on building capacity for information and communication staff under the National Target Program for Sustainable Poverty Reduction in Vietnam as follows:
1. The task of capacity building for information and communication staff is carried out through fostering and training in knowledge and skills in management and the work of information and communication for staff in charge of press management, officials in charge of information and propaganda work of agencies and organizations. Subjects of training in knowledge, professional skills, information and communication skills, including:
a) Leaders, reporters and editors of press agencies; officials of the agency in charge of the press, the state management agency in charge of the press;
b) Officers in charge of grassroots information work; giving priority to commune-level cultural and social civil servants, in charge of commune-level radio stations;
c) Officials in charge of information and propaganda work of Party agencies and socio-political organizations;
d) Officials in charge of external information work of central and local agencies and organizations.
2. Content of implementation
a) Build technology foundation, information technology equipment; hire information technology services for fostering and training;
b) Develop programs and documents (printed and electronic documents) in service of fostering and training professional knowledge and skills for the target audience, including ethnic minority languages. if any);
c) Organize refresher courses and training courses for the following subjects: The duration of direct organization shall not exceed 05 days (including the time of field trips and assessment of results).
3. Implementation organization
a) Central agencies:
- The Ministry of Information and Communications shall assume the prime responsibility for implementing:
+ Build and develop a technology foundation to serve the work of fostering and training knowledge, professional skills, information and communication skills;
+ Develop program content and documents for fostering and training;
+ Organize training courses for managers, reporters, and editors of the press (including the subjects specified at Point a, Clause 1 of this Article, managed by the locality); officials in charge of external information, officials in charge of information management at provincial level.
- Political organizations, socio-political organizations are responsible for:
+ Develop programs and documents according to the specific requirements of agencies and organizations in service of fostering and training for subjects in the field of management;
+ Organize training courses for subjects belonging to agencies and organizations according to management decentralization.
b) The People's Committees of the provinces and centrally-run cities (hereinafter referred to as the People's Committee of the province) are responsible for:
- Organize the development of programs and documents in service of fostering and training for information and communication staff according to the specific requirements of the locality (in addition to the programs and documents developed by the Central Government);
- Organize training courses for information and communication staff managed by the locality (excluding the subjects specified at Point a, Clause 1 of this Article, managed by the locality).
