3. Independence Day

4. Dien Bien Phu Victory Anniversary

5. Liberation Day (April 30 of calendar year)

6. Anniversary for liberation or establishment of provinces and central-affiliated cities.

7. National or international cultural, tourism and sports events.

8. Other cases decided by the Ministry of Culture, Sports and Tourism after reaching a written agreement with the Ministry of Public Security or Ministry of National Defense.

What are places for firework displays on Liberation Day (April 30 of calendar year) in 2024 in Vietnam?

April 30 is the Day of Liberation of the South, reunification of the country, and it is a major holiday in Vietnam. The April 30 celebration is held nationwide with various activities, including firework displays.

Pursuant to Clause 5 Article 11 of the Decree 137/2020/ND-CP stipulating cases in which fireworks are allowed in Vietnam:

a) Hanoi City and Ho Chi Min City may fire high-range and short-range fireworks for no longer than 15 minutes;

b) Time: 9 p.m. of April 30.

As regulated above, on April 30, fireworks will be launched in two locations: the capital city of Ha Noi and Ho Chi Minh City. However, on April 30, 2024, there will be no fireworks display in Ha Noi. Instead, fireworks will be launched to celebrate the Liberation Day of the Capital on October 10, 2024.

On April 30, 2024, in Ho Chi Minh City, fireworks will be launched at 16 locations. To be specific:

- Revolutionary Tradition Area of the General Offensive and Uprising of Spring 1968 (Binh Chanh District)

The fireworks will be launched from 9:00 PM to 9:15 PM on April 30.

Which agencies have the entitlement for allowing firing of fireworks in Vietnam?

Pursuant to Article 12 of the Decree 137/2020/ND-CP (amended by Clause 3 Article 3 of the Decree 56/2023/ND-CP) stipulating entitlement and procedures for allowing firing of fireworks:

Entitlement and procedures for allowing firing of fireworks

1. Cases where fireworks are allowed according to Clauses 1, 2, 3, 4, 5, and 6 Article 11 of this Decree shall be decided by People’s Committees of provinces or central-affiliated cities on the basis of practical conditions of local administrative divisions and implemented on the basis of cooperation with Ministry of Culture, Sports and Tourism as per the law.

2. The Minister of Culture, Sports and Tourism shall decide cases in which fireworks are fired according to clauses 7 and 8 Article 11 of this Decree and cases in which firing range or firing duration are altered after reaching a written agreement with the Ministry of Public Security, Ministry of National Defense.

3. Provinces and central-affiliated cities having the need to fire fireworks according to clauses 7 and 8 Article 11 of this Decree or seeking to alter firing range or firing duration of fireworks shall request the Ministry of Culture, Sports and Tourism in writing 30 days before the expected date of firing. The written request must specify quantity, firing range, firing spots, time duration and location where fireworks are expected to be fired.

Within 05 working days from the date on which the written request is received, the Ministry of Public Security, Ministry of National Defense shall give a written response to the Ministry of Culture, Sports and Tourism for consolidation and decision.

As regulated above, following agencies have the entitlement for allowing firing of fireworks in Vietnam:

- People’s Committees of provinces or central-affiliated cities shall be decided based on the basis of practical conditions of local administrative divisions and implemented on the basis of cooperation with Ministry of Culture, Sports and Tourism in following cases:

+ Lunar New Year

+ Hung Kings Commemoration Day

+ Independence Day

+ Dien Bien Phu Victory Anniversary

+ Liberation Day (April 30 of calendar year)

+ Anniversary for liberation or establishment of provinces and central-affiliated cities.

- After reaching a written agreement with the Ministry of Public Security, Ministry of National Defense, the Minister of Culture, Sports and Tourism shall decide on fireworks displays in following cases:

+ National or international cultural, tourism and sports events.

+ Other cases shall be decided by the Prime Minister.
