What are expenses for preferential policies to implement policies, preferential policies for people with meritorious services to the revolution in Vietnam?
In Article 5, Circular 44/2022/TT-BTC (Effective from September 5, 2022) regulates preferential policies for implementing policies and preferential policies for people with meritorious services to the revolution, specifically as follows:
1. Direct payments to beneficiaries:
a) Expenses for nursing and health rehabilitation at home;
b) Expenses to support the purchase of necessary assistive devices, orthopedic devices, and rehabilitation equipment and facilities;
c) Preferential educational allowance when studying at educational institutions under the national education system up to university level;
d) Expenses to support visits to martyrs' graves;
d) Expenses to support the movement of martyrs' remains;
e) Pay a one-time allowance when posthumously awarding the "Fatherland's Merit" Certificate to relatives of martyrs or heirs of martyrs;
g) Burial allowances and martyrs' worship allowances;
h) Paying extra money for meals on holidays and New Year for war invalids, sick soldiers, and policy beneficiaries such as war invalids and category B war invalids with a physical injury rate of 81% or more who are receiving preferential monthly benefits;
i) Providing money to buy Nhan Dan Newspaper for people who participated in revolutionary activities before January 1, 1945 and people who participated in revolutionary activities from January 1, 1945 to before the general uprising of August 19, 1945;
k) Expenditure on gifts from the President.
2. Expenses assigned to nurturing and nursing facilities for people with meritorious services to the revolution under the Labor, War Invalids and Social Affairs sector:
a) Concentrated nursing and health rehabilitation;
b) Support medicine, treatment and health rehabilitation for people with meritorious services to the revolution being raised at labor sector foster care facilities (including subjects as prescribed in Clause 5, Article 184 Decree No. 131/2021/ND-CP);
c) Support for nurturing, nursing and welcoming people with meritorious services at nurturing, nursing and welcoming facilities (including subjects specified in Clause 5, Article 184 of Decree No. 131/2021 /ND-CP);
d) Support meritorious people who are being raised at meritorious care facilities to visit their families;
d) Support in welcoming relatives of people with meritorious services to the revolution to visit people with meritorious services to the revolution who are being raised at foster care facilities;
e) Support facilities for nurturing, nursing, and welcoming people with meritorious services to the revolution;
3. Expenditures assigned to the assigned agency to preside over implementation:
a) Health insurance premiums;
b) Support for the cost of reporting the death of martyrs;
c) Gifts from leaders of the Party, State, National Assembly, Chairman of the Central Committee of the Vietnam Fatherland Front; leaders of ministries and central agencies for establishments nurturing people with meritorious services to the revolution, people with meritorious services to the revolution, and families of people with meritorious services to the revolution;
d) Welcome the delegation of people with meritorious services to the revolution and relatives of people with meritorious services to the revolution organized by the Provincial People's Committee or the Department of Labor, War Invalids and Social Affairs to visit the central agency;
d) Expenses for determining the identity of martyrs' remains;
e) Expenditures to support the work of martyrs' graves and works to honor martyrs;
e) Other expenses as prescribed by law.
4. Expenditure levels for the expenditure contents in Clauses 1, 2 and 3 of this Article comply with the re-regulation of Decree No. 75/2021/ND-CP. Particularly, the spending level at Point i, Clause 1 of this Article is based on the retail price of Nhan Dan Newspaper; The spending levels at Point k, Clause 1 of this Article shall comply with the decision of the President.

According to Article 6, Circular 44/2022/TT-BTC (Effective from September 5, 2022) regulations on payment of medical examination costs to implement policies and incentives for people with meritorious services to the revolution as follows:
1. Agencies and entities must pay medical assessment costs according to the provisions of Article 163 of Decree No. 131/2021/ND-CP,
2. The payment amount is based on the content of the assessment request and the medical assessment fee as prescribed in the Fee Schedule for medical assessment issued together with Circular No. 243/2016/TT-BTC November 11, 2016 of the Ministry of Finance regulates the collection rates, collection, payment, management and use of fees for medical assessment and issuance of medical assessment certificates.
