What are duties and powers of the General Secretary of the Vietnam Zoo Association?

Pursuant to Article 18 of the Charter of the Vietnam Zoo Association (amended and supplemented) promulgated together with Decision 474/QD-BNV in 2021 stipulating duties and powers of the General Secretary of the Vietnam Zoo Association as follows:

1. The General Secretary of the Association is elected by the Executive Board from among the members of the Association's Executive Committee. The criteria for the Secretary-General are set by the Executive Board. The General Secretary is the person who directly manages and administers the activities of the Association Office. General Secretary of the Association and Chief of Office of the Association.

2. Duties and powers of the Secretary-General:

a) Permanently handle the Association's affairs as assigned by the President and manage all day-to-day activities of the Association's Office;

b) Prepare contents of meetings of the Association's Executive Board; Develop operating regulations of the Association Office, financial and asset management regulations of the Association, submit them to the Standing Board for approval and report to the Association's Executive Board.

c) Periodically report to the Executive Board and the Association's Standing Board on the Association's activities in accordance with the Association's Charter and the working regulations of the Executive Board and the Association's Standing Board;

d) Make annual reports and reports on the term of the Association's Executive Board;

e) Take the role of Secretary of the General Assembly, meetings of the Executive Board, the Standing Board of the Association;

g) Act as the focal point for aggregating and organizing events and activities of the Association;

h) Take responsibility before the Association's President, Executive Board, Standing Board and before the law for the activities of the Association's Office.

1. Finance of the Association:

a) Income of the Association:

- Association membership fee, annual membership fee of members (according to the resolution of the annual plenary meeting);

- Revenues from the Association's activities in accordance with the law;

- Funding, support of organizations and individuals at home and abroad according to the provisions of law;

- State support associated with assigned tasks (if any);

- Other lawful revenues;

b) Expenditures of the Association:

- Expenses for the performance of the Association's tasks;

- Expenses for renting office space, purchasing working facilities;

- Expenses for implementation of regimes and policies for people working at the Association according to the provisions of the Association's Executive Board in accordance with the provisions of law;

- Expenses for rewards and other expenses as prescribed by the Executive Board.

2. Assets of the Association:

The Association's assets include equipment and means for the Association's activities. The Association's assets are formed from the Association's funds; donated or donated by organizations and individuals at home and abroad according to the provisions of law; supported by the State. The Office of the Association is responsible for managing, preserving and using the property for the right purposes and effectively.

1. Finance and assets of the Association are only used for the Association's activities.

2. Finance and assets of the Association upon separation or merger; Consolidation and dissolution shall be resolved in accordance with law.

3. The Executive Board of the Association promulgates the Regulations on management and use of the Association's finances and assets, ensuring the principles of publicity, transparency and thrift, in accordance with the provisions of the law and the principles and purposes of the Association.

Pursuant to Article 23 of the Charter of the Vietnam Zoo Association (amended and supplemented) promulgated together with Decision 474/QD-BNV in 2021 stipulating the reward in the activities of the Vietnam Zoo Association as follows:

1. Organizations and individuals of the Association, members with outstanding achievements are commended by the Association or recommended by the Association to a competent agency or organization for commendation in accordance with law.

2. The Association's Executive Board shall specify the standards, forms, competence and procedures for commendation within the Association in accordance with the law and the Association's Charter.

Pursuant to Article 24 of the Charter of the Vietnam Zoo Association (amended and supplemented) promulgated together with Decision 474/QD-BNV in 2021 stipulating discipline in the operation of the Vietnam Zoo Association as follows:

1. Organizations and individuals belonging to the Association, its members violate the law; Violating the Association's Charter, regulations and operating regulations shall be considered and disciplined in the form of reprimand, warning, dismissal to expulsion from the Association or requesting a competent authority. the right to handle in accordance with the law.

2. The Association's Executive Board shall specify the authority and process for disciplinary consideration within the Association in accordance with the law and the Association's Charter.
