What are the qualifications for members of the Ho Chi Minh Communist Youth Union in Vietnam?
Based on Article 1 of the Charter of the Ho Chi Minh Communist Youth Union 2022 stipulates as follows:
Article 1:
- A member of the Ho Chi Minh Communist Youth Union is an advanced Vietnamese youth who strives for the goals and ideals of the Communist Party of Vietnam and President Ho Chi Minh, possesses patriotism, national resilience; lives a healthy, thrifty, honest life; actively, exemplarily in studying, working, social activities and protecting the Fatherland, closely connected with the youth; strictly obeys the laws of the State and the Charter of the Union.
- Vietnamese youths aged from 16 to 30 who actively study, work, and protect the Fatherland, understand and agree with the Charter of the Union, voluntarily participate in a grassroots organization of the Union, and have clear personal backgrounds may be considered for admission into the Union.
- The admission of youth into the Union is conducted according to the following steps and procedures:
- Youth willing to join the Union must voluntarily write an application, report their background, and be introduced and guaranteed by one of the following collectives or individuals:
+ A Union member who has been working or living with them for at least three months.
+ The Vietnam Youth Union branch (if a member of the Vietnam Youth Union).

Members of the Ho Chi Minh Communist Youth Union must meet the following criteria:
- Advanced Vietnamese youth, striving for the goals and ideals of the Communist Party of Vietnam and President Ho Chi Minh;
- Patriotism, national resilience;
- Lives a healthy, thrifty, honest life;
- Actively, exemplarily in studying, working, social activities, and protecting the Fatherland, closely connected with the youth;
- Strictly obeys the laws of the State and the Charter of the Union.
What are rules for organization and operation of Ho Chi Minh Communist Youth Union in Vietnam?
Based on Article 5 of the Charter of the Ho Chi Minh Communist Youth Union 2022, it is stipulated that the Ho Chi Minh Communist Youth Union organizes and operates based on the principle of democratic centralism in Vietnam. To be specific:
- The leadership bodies at all levels of the Union are elected, implementing collective leadership with individual responsibility.
- The highest leadership body of the Union is the National Congress of Delegates.
- The leadership body of the Union at each level is the Congress of Delegates or the General Assembly of members at that level.
- Between two congresses, the leadership body is the Executive Committee elected by the Union Congress at the same level; between two meetings of the Executive Committee, the leadership body is the Standing Committee elected by the Executive Committee at the same level.
- The number of members of the Executive Committee at each level is determined by the Congress at that level according to the Guidance of the Central Standing Committee of the Union.
- The number of members of the Standing Committee does not exceed one-third of the number of Executive Committee members.
- At the central level, the number of Secretaries of the Central Union does not exceed one-third of the number of Standing Committee members.
- The Union’s resolutions must be strictly followed, with subordinates obeying their superiors, the minority obeying the majority, and individuals obeying the organization.
- Before deciding on tasks and voting on resolutions of the Union, all members are provided with information and have the opportunity to express their opinions. Minority opinions are preserved and reported to the superior Union organization until the National Congress of Delegates, but the current resolution must be strictly adhered to.
- The congresses or conferences of the Union's leadership bodies are only valid when at least two-thirds of the summoned members attend.
- In cases where members are summoned as delegates, there must be at least two-thirds of the delegates present, representing at least two-thirds of the affiliated Union organizations.
- Resolutions of the congress or conference are only valid when agreed upon by more than half of the members present.
