Vietnam: Newest procedures for consideration for awarding the "People's Artist" and "Artist of Merit" at the Ministerial and Provincial Emulation and Commendation Councils
Under Article 15 of Decree 89/2014/ND-CP, Clauses 10, 11, 12, and 13 of Article 1 of Decree 40/2021/ND-CP, the procedures for consideration for awarding the "People's Artist" and "Artist of Metrit" at the Ministerial and Provincial Emulation and Commendation Councils in Vietnam are stipulated as follows:
1. The Ministerial Emulation and Commendation Council consists of 09 to 11 members, including:
a) The Chairman of the Council, who is a leader of the Ministry of Culture, Sports and Tourism, the Ministry of Public Security, the Ministry of National Defense, the Voice of Vietnam, or Vietnam Television;
b) The Vice Chairmen of the Council, who are the Director General of the Emulation and Commendation Department under the Ministry of Culture, Sports and Tourism or the Heads of the Emulation and Commendation Divisions under the Ministry of Public Security and the Ministry of National Defense or the Heads of the Emulation and Commendation Committees under the Voice of Vietnam and Vietnam Television, and the heads of the units managing artistic activities under the Ministry of Culture, Sports and Tourism, the Ministry of Public Security, the Ministry of National Defense, the Voice of Vietnam, Vietnam Television;
c) Council members include the units in charge of the organization under the Ministry of Culture, Sports and Tourism, the Ministry of Public Security, the Ministry of National Defense, the Voice of Vietnam, Vietnam Television; experts in the field of art; People's Artists; and Artists of Metrit.
The Council uses the seal of the Ministry or central authority where the Ministerial Council was established.
The Emulation and Commendation Department (Ministry of Culture, Sports and Tourism) or the Emulation and Commendation Divisions/Committees under the Ministry of Public Security, the Ministry of National Defense, the Voice of Vietnam, and Vietnam Television serves as the standing body of the Council. The Council has a Secretary Team established by the Chairman of the Council.
2. The Provincial Emulation and Commendation Council consists of 09 to 11 members, including:
a) The Chairman of the Council: Vice Chairman of the Provincial People's Committee;
b) The Vice Chairmen of the Council: Leaders of the Provincial Department of Propaganda and Education, municipal CPV Committee, Directors or Deputy Directors in charge of the art of the state authorities on culture under the provincial/municipal People's Committee;
c) Council members include the Provincial Emulation and Commendation Committee, the Provincial Literature, and Arts Association; experts in specialized arts; People's Artists, and Artists of Metrit of the province.
The Council uses the seal of the Provincial People's Committee.
The state authority on culture under the provincial/municipal People's Committee shall be the standing body of the Council. The Council has a Secretary Team established by the Chairman of the Council.
3. Responsibilities of the Ministerial and Provincial Emulation and Commendation Councils:
a) Publicly posting the list of nominees for the "People's Artist," and "Artist of Metrit" titles on their managed information platforms: Electronic Portal or sectoral, local newspapers within 07 working days from the end of the deadline for receiving applications from grassroots councils;
b) Reviewing and evaluating the dossiers for the "People's Artist," and "Artist of Metrit" titles as regulated;
c) Accepting and processing petitions within 20 days from the end of the notification period of the results;
d) Completing the dossier proposing the "People's Artist," and "Artist of Metrit" titles with a result of 80% approval from the total number of council members present at the meeting and sending it to the standing body of the National Sectoral Council as per the timeline stated in the Plan.
4. The Ministerial and Provincial Emulation and Commendation Councils send 01 dossier to the standing body of the National Sectoral Council. The dossier includes:
a) Documents specified in Points a, b, c, d, đ, and Point g of Clause 3, Article 14 of this Decree;
b) The decision to establish the Ministerial and Provincial Emulation and Commendation Councils for awarding the "People's Artist," and "Artist of Metrit" titles.
c) Written opinions of the Standing Committee of the provincial CPV Committee, municipal CPV Committee, CPV personnel of Ministries and central authorities regarding the dossiers proposing the "People's Artist" title under their management at Ministries, central authorities, and local authorities.
d) The Council's review report on individuals considered as special cases.
