To be Issued a Press Card, Journalists Must Have at Least a College Degree
According to Clause 3, Article 26 of the 2016 Press Law, journalists of press agencies are subject to consideration for the issuance of press cards.
Clause 1, Article 27 of this Law also stipulates the conditions and standards for being considered for the issuance of a press card as follows:
Individuals working at press agencies as specified in Clauses 1, 2, 3, and 4 of Article 26 of this Law who are considered for the issuance of a press card must meet the following conditions and standards:
a) Be a Vietnamese citizen and have a permanent address in Vietnam;
b) Hold a university degree or higher; in the case of ethnic minorities producing printed news publications, radio programs, television programs, and specialized sections of electronic newspapers in ethnic minority languages, must hold an associate degree or higher;
c) For cases of first-time issuance of the press card, there must be a continuous working period at the press agency requesting the card issuance of 02 years or more up to the time of consideration for card issuance, except for the editor-in-chief of scientific journals and other cases as prescribed by law;
d) Be recommended for the issuance of the press card by the press agency or the working agency.
Thus, according to the regulations, journalists of press agencies to be considered for the issuance of a press card must hold a university degree or higher. However, except in the case of ethnic minorities producing printed news publications, radio programs, television programs, and specialized sections of electronic newspapers in ethnic minority languages, they must hold an associate degree or higher.
Therefore, depending on the specific requirements and job positions, journalists of press agencies will have to meet the qualifications as stipulated above.
