The responsibilities of the Government according to the Ordinance of people with meritorious services to the revolution are stipulated in Article 48 of the Ordinance on Preferential Treatment for Individuals with Meritorious Services to the Revolution in 2020, specifically as follows:

The Government centrally manages the state's preferential treatment for individuals with meritorious services to the revolution and implements the following contents:

- Regulating the authority, procedures, recognition documents, settlement of preferential regimes for individuals with meritorious services to the revolution and their relatives; regulating the authority, procedures, recognition documents, settlement of preferential regimes for individuals with meritorious services to the revolution in remaining cases;

- Regulating the entitlement level and implementation of allowances, subsidies, preferential regimes for individuals with meritorious services to the revolution and their relatives; policies, regimes for individuals working at social facilities for nurturing, nursing, facilities receiving individuals with meritorious services to the revolution; investing in memorial structures for martyrs, martyrs' graves, social facilities for nurturing, nursing, facilities receiving individuals with meritorious services from the state budget; managing memorial structures for martyrs, martyrs' graves;

- Regulating the housing improvement support regime for individuals with meritorious services to the revolution and their relatives in accordance with the socio-economic conditions of the country;

- Regulating preferential regimes for land users who are individuals with meritorious services to the revolution; land reserved for memorial structures for martyrs, production facilities, businesses of veterans, policy beneficiaries such as veterans, disabled veterans, social facilities for nurturing, nursing, rehabilitation, functional recovery for veterans, disabled veterans, and other individuals with meritorious services to the revolution; supporting material facilities for production, business facilities dedicated to veterans, policy beneficiaries such as veterans, disabled veterans;

- Regulating preferential regimes for individuals with meritorious services to the revolution and their relatives in agricultural, forestry, fishery, and salt production by prioritizing support in seeds, livestock, crops, irrigation fees, processing agricultural products, forestry products, applying science and technology in production;

- Regulating the functions, tasks, organizational structure, policies, regimes for social facilities for nurturing, nursing individuals with meritorious services and the management section of martyrs' cemeteries;

- Regulating the search, collection of martyr remains and identification of missing martyr remains;

- Regulating the implementation of preferential policies for foreigners with meritorious services to the revolution;

- Developing administrative reform plans, applying information technology, databases in implementing policies, preferential regimes for individuals with meritorious services to the revolution and their relatives;

- Regulating medical examination to consider recognition, settlement of preferential regimes for individuals with meritorious services to the revolution and their relatives.
