Scope of the Resettlement Program for Disaster-prone, Especially Difficult Areas, Border, and Island Regions 2021-2025, orientation towards 2030
Based on Subsection 1 Section I Article 1 of Decision 590/QD-TTg in 2022, the scope of the Program is defined as follows:
- Scope of the Program
The Program implements the stable resettlement of populations according to the planning and plans of the State in the following areas: disaster-prone areas (soil erosion, subsidence, cyclones, floods, flash floods, inundations, rising water levels); especially difficult areas (lack of land, lack of water for production, drinking water, lack of essential infrastructure; environmental pollution; fishing villages on rivers, lagoons); border and island regions (including the Economic - Defense Zone); areas with free migrants living in extremely difficult conditions and special-use forests.
Subjects of the Resettlement Program for Disaster-prone, Especially Difficult Areas, Border, and Island Regions 2021-2025, orientation towards 2030
As per Subsection 2 Section I Article 1 of Decision 590/QD-TTg in 2022, the subjects of the Program are regulated as follows:
- Subjects of the Program
Households and individuals will be resettled stably in the form of centralized resettlement, interspersed or stable on-site according to the planning and plans approved by competent authorities, including:
a) Households and individuals who have lost their homes or homestead land due to soil erosion, subsidence, cyclones, floods, flash floods; households and individuals living in areas at risk of soil erosion, subsidence, cyclones, floods, flash floods, inundations, rising water levels.
b) Households and individuals living in especially difficult areas, lacking land and water for production, lacking drinking water, lacking essential infrastructure; nomadic on lagoons, fishing villages on rivers, facing environmental pollution.
c) Households and individuals voluntarily relocating to border areas on the mainland, the Economic - Defense Zone, islands.
d) Households and individuals who have migrated freely nationwide without following planning, plans, still living in difficult conditions; households and individuals legally living in special-use forests needing long-term stable arrangements.
e) Communities that receive people for centralized or interspersed resettlement.
Additionally, Subsection 3 of the above Section stipulates:
- The scope and subjects of the Program do not include the scope and subjects under the national target program for socio-economic development of ethnic minority and mountainous regions for the period 2021 - 2030, Phase I: from 2021 to 2025 according to Decision No. 1719/QD-TTg dated October 14, 2021, of the Prime Minister of the Government of Vietnam.
