Responsibilities of the Ministry of Labour, War Invalids and Social Affairs under the ordinance of people with meritorious services to the revolution are stipulated in Article 49 of the Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution 2020. To be specific:

The Ministry of Labour - War Invalids and Social Affairs is responsible to the Government of Vietnam for exercising state management over preferential treatment for people with meritorious services to the revolution and implementing the following contents:

- Develop and submit to competent authorities for issuance or issue according to its authority legal documents, strategies, plans, programs, and projects on preferential treatment for people with meritorious services to the revolution and their relatives;

- Organize the planning of the social facility system for nurturing, healthcare for people with meritorious services to the revolution as prescribed by law; manage the social facility system for nurturing, healthcare for people with meritorious services to the revolution;

- Coordinate with relevant agencies in developing plans to identify martyr memorial projects within relevant plans;

- Guide and direct the reception of martyr remains, identification of unidentified martyr remains, and information on martyr graves;

- Preside over and cooperate with ministries, sectors, localities, and socio-political organizations to organize movements of “Gratitude and Repayment”; propagate, mobilize, summarize, evaluate, and replicate advanced examples and emulation and commendation work in the field of people with meritorious services to the revolution;

- Propagate, disseminate, monitor the implementation of the law; inspect, examine, resolve complaints, denunciations regarding the implementation of laws on people with meritorious services to the revolution, and handle according to the prescribed responsibilities and authorities;

- Guide the management and payment of monthly preferential allowance policies, one-time preferential allowances, nurturing, healthcare for people with meritorious services to the revolution and their relatives;

- Engage in international cooperation concerning people with meritorious services to the revolution.
