What are the general criteria and requirements for registering for promotion of library public employees in Vietnam?

In Article 2 of Circular 02/2024/TT-BVHTTDL, the general criteria and requirements are stipulated as follows:

General criteria and requirements:

1. General criteria and requirements for registering for promotion to professional titles in the fields of library, cultural heritage, grassroots culture, cultural propaganda, fine arts, performing arts, and cinema:

a) Public career units with a need and a number of officials equivalent to the shortage of professional titles to be considered for promotion, as required by the authorized approving agency.

b) Public employees who meet the criteria and requirements stipulated in points a and b of Clause 1, Article 32 of Decree No. 115/2020/NĐ-CP dated September 25, 2020, of the Government, which regulates the recruitment, use, and management of officials (amended by Clause 16, Article 1 of Decree No. 85/2023/NĐ-CP dated December 7, 2023, of the Government amending and supplementing some articles of Decree No. 115/2020/NĐ-CP dated September 25, 2020, on the recruitment, use, and management of officials) and the requirements of the corresponding position specified in Circular No. 10/2023/TT-BVHTTDL dated September 8, 2023, of the Minister of Culture, Sports and Tourism guiding the positions, leadership, management, and professional titles structure according to professional titles in public career units in the fields of culture, sports, and tourism. They must be authorized to participate in the promotion assessment for professional titles.

2. Public employees holding professional titles in the fields of fine arts, performing arts, and cinema who have been awarded the titles "People's Artist," "Outstanding Artist," or have received the "Ho Chi Minh Award" or the "State Award" in literature and arts can use the title or award once to be considered for promotion to a higher professional title immediately adjacent to their current title.

As regulated above, the general criteria and requirements for registering for promotion of library officials are as follows:

- Public career units must have a need and a number of public employees corresponding to the shortage of professional titles to be considered for promotion, as required by the authorized approving agency.

- Public employees must meet the criteria and requirements stipulated in points a and b of Clause 1, Article 32 of Decree 115/2020/ND-CP and the requirements of the corresponding position specified in Circular 10/2023/TT-BVHTTDL. They must be authorized to participate in the promotion assessment for professional titles.

What are promotion criteria and requirements for second-level library public employees as of August 1, 2024 in Vietnam?

In Article 3 of Circular 02/2024/TT-BVHTTDL, there are regulations regarding the criteria and requirements for promotion of second-level library public employees with code V.10.02.05:

- Meet the provisions stated in Clause 1 of Article 2 of Circular 02/2024/TT-BVHTTDL.

- Currently hold the professional title of third-level librarian with code V.10.02.06.

- Meet the criteria for training, development, and requirements for public employees being considered for promotion to the professional title of second-level librarian with code V.10.02.05, as stipulated in Clauses 2 and 4 of Article 5 of Circular 02/2022/TT-BVHTTDL.

What are promotion criteria and requirements for first-level library public employees as of August 1, 2024 in Vietnam?

In Article 3 of Circular 02/2024/TT-BVHTTDL, there are regulations regarding the criteria and requirements for promotion of first-level library public employees with code V.10.02.30:

- Meet the provisions stated in Clause 1 of Article 2 of Circular 02/2024/TT-BVHTTDL.

- Currently hold the professional title of second-level librarian with code V.10.02.05.

- Meet the criteria for training, development, and requirements for public employees being considered for promotion to the professional title of first-level librarian with code V.10.02.30, as stipulated in Clauses 2 and 4 of Article 4 of Circular 02/2022/TT-BVHTTDL.

When will the criteria and requirements for promotion of library public employees under Circular 02/2024/TT-BVHTTDL in Vietnam take effect?

In Article 16 of Circular 02/2024/TT-BVHTTDL, the provisions on the effective date of implementation are as follows:

Effective date of implementation:

1. This Circular shall come into effect on August 1, 2024.

2. In cases where the reference documents mentioned in this Circular are amended, supplemented, or replaced, the implementation shall follow the amended, supplemented, or replaced documents.

3. Circular No. 03/2023/TT-BVHTTDL dated March 23, 2023, of the Minister of Culture, Sports and Tourism, which regulates the standards, conditions for examination or promotion; forms, content, and determination of successful candidates in the promotion assessment for professional titles in the fields of library, cultural heritage, grassroots culture, cultural propaganda, performing arts, cinema, and fine arts, shall cease to be effective from the date this Circular comes into effect.

As regulated above, the criteria and requirements for promotion of library public employees according to Circular 02/2024/TT-BVHTTDL will be effective from August 1, 2024.
