Playing Wedding Music Late at Night: Is It Permissible?
Point e Clause 1 Article 6 Circular 04/2011/TT-BVHTTDL provides regulations on organizing weddings at home or at wedding venues as follows:
Music at weddings must be wholesome and joyful; the sound must not exceed the noise level allowed according to the Vietnamese standard implemented by the Vietnamese standard promulgated together with Decision No. 2351/1998/QD-BKHCNMT dated December 5, 1998 by the Ministry of Science, Technology and Environment (now the Ministry of Science and Technology); music should not be played before 06:00 AM and after 10:00 PM.
=> Accordingly, families organizing weddings are not allowed to play music before 06:00 AM and after 10:00 PM. Therefore, in the case where your neighbor plays music late into the night, if it is after 10:00 PM, it would violate the above regulation.
You may discuss with your neighbor and request them not to play music or report to the local police for resolution. Playing music after 10:00 PM may be subject to penalties according to Point a Clause 1 Article 6 Decree 167/2013/ND-CP as follows:
A warning or a fine ranging from 100,000 VND to 300,000 VND for one of the following acts:
Creating loud noise, causing disturbance, and making noise in residential areas or public places between 10:00 PM of the previous day and 06:00 AM of the following day.
