Owning a TV Leads to Losing Low-income Household Status?
According to Clause 1, Article 2 of Decision 59/2015/QD-TTg, the criteria for poor households for the period 2016 – 2020 are as follows:
Urban area: a household that meets one of the following two criteria:
- The average per capita income/month is 900,000 VND or less;
- The average per capita income/month is between 900,000 VND and 1,300,000 VND and there is a shortfall in 03 or more indicators measuring the level of access to basic social services.
And according to Clause 2, Article 1 of this Decision, the criteria for measuring the level of access to basic social services include:
+ Basic social services (05 services): healthcare; education; housing; clean water and sanitation; information;
+ Indicators measuring the level of access to basic social services (10 indicators): access to healthcare services; health insurance; educational level of adults; school attendance status of children; housing quality; average housing area per capita; drinking water source; sanitary latrine/toilet; use of telecommunication services; assets for accessing information.
Therefore, in the case that your family has a television, it is not sufficient to disqualify your family from being classified as a poor household. Consideration must be based on income criteria as well as the aforementioned levels of deficiency. Hence, you can examine your own circumstances to determine whether your family still qualifies as a poor household.
