Pursuant to Clause 3, Article 22 of the Law on Natural Disaster Prevention and Control 2013, the regulations on disaster response plans are as follows:
Disaster response plans are developed locally, by ministries, ministerial-level agencies, agencies under the Government of Vietnam, and other agencies and organizations; disaster response plans are reviewed, adjusted, and supplemented annually.
Thus, the development of disaster response plans is under the jurisdiction of ministries and ministerial-level agencies. In addition, disaster response plans are also developed locally, by agencies under the Government of Vietnam, and other agencies and organizations.
Whose responsibility is it to guide, develop, and approve disaster response plans?
Pursuant to Clause 4, Article 22 of the Law on Natural Disaster Prevention and Control 2013, the regulations on disaster response plans are as follows:
The responsibility to guide, develop, and approve disaster response plans is regulated as follows:
- The National Steering Committee for Natural Disaster Prevention and Control is responsible for presiding over and cooperating with the National Committee for Search and Rescue to guide the development of response plans corresponding to different levels of natural disaster risks;
- Heads of agencies and organizations are responsible for organizing the development and approval of their own disaster response plans, and sending them to the relevant local People's Committees and superior agencies for coordinated implementation;
- Ministers, heads of ministerial-level agencies, and agencies under the Government of Vietnam are responsible for organizing the development and approval of disaster response plans, and sending these plans to the relevant provincial People's Committees, the Central Steering Committee for Natural Disaster Prevention and Control, and the National Committee for Search and Rescue for coordinated implementation;
- Chairpersons of People's Committees at all levels are responsible for organizing the development and approval of disaster response plans suitable to the natural disaster characteristics of the locality, and sending these plans to the immediate superior People's Committees for coordinated implementation. Provincial People's Committees send disaster response plans to the Central Steering Committee for Natural Disaster Prevention and Control and the National Committee for Search and Rescue for monitoring and coordinated implementation.
