Is it possible to receive Covid-19 support without paying Social Insurance (BHXH)?
According to Article 13 of Decision 23/2021/QD-TTg (guiding Resolution 68/NQ-CP of 2021), there are regulations regarding the conditions for support to employees temporarily suspending labor contracts, as follows:
Employees working at enterprises, cooperatives, public service providers that self-fund regular expenses or investment and regular expenses, private educational institutions at the preschool, kindergarten, primary, lower secondary, upper secondary, vocational education levels (hereinafter referred to as enterprises, cooperatives, public service providers, educational institutions) must temporarily cease operations as required by competent state agencies for COVID-19 prevention and control when meeting the following conditions:
Temporarily suspend labor contracts, take unpaid leave within the duration of the labor contract for 15 consecutive days or more, from May 1, 2021, to December 31, 2021, and the starting point of temporarily suspending the labor contract, taking unpaid leave from May 1, 2021, to December 31, 2021.
Participating in compulsory social insurance in the month immediately preceding the time the employee temporarily suspends the labor contract, takes unpaid leave.
Thus, according to the above regulations, employees must have participated in social insurance in the month immediately preceding the time of unpaid leave. Since you do not have enough working days to pay social insurance, you do not meet the conditions to receive support due to the impact of COVID-19.
