Is it permissible to set off fireworks during New Year's Eve in 2024 in Vietnam?
Pursuant to Article 12 of the Decree 137/2020/NĐ-CP (amended by Clause 3 Article 3 of the Decree 56/2023/NĐ-CP) stipulating entitlement and procedures for allowing firing of fireworks as follows:
Entitlement and procedures for allowing firing of fireworks
1. Cases where fireworks are allowed according to Clauses 1, 2, 3, 4, 5, and 6 Article 11 of this Decree shall be decided by People’s Committees of provinces or central-affiliated cities on the basis of practical conditions of local administrative divisions and implemented on the basis of cooperation with Ministry of Culture, Sports and Tourism as per the law.
2. The Minister of Culture, Sports and Tourism shall decide cases in which fireworks are fired according to clauses 7 and 8 Article 11 of this Decree and cases in which firing range or firing duration are altered after reaching a written agreement with the Ministry of Public Security, Ministry of National Defense.
3. Provinces and central-affiliated cities having the need to fire fireworks according to clauses 7 and 8 Article 11 of this Decree or seeking to alter firing range or firing duration of fireworks shall request the Ministry of Culture, Sports and Tourism in writing 30 days before the expected date of firing. The written request must specify quantity, firing range, firing spots, time duration and location where fireworks are expected to be fired.
Within 05 working days from the date on which the written request is received, the Ministry of Public Security, Ministry of National Defense shall give a written response to the Ministry of Culture, Sports and Tourism for consolidation and decision.

Pursuant to Clause 1 Article 11 of the Decree 137/2020/NĐ-CP (amended by Clause 2 Article 3 of the Decree 56/2023/NĐ-CP) stipulating cases in which fireworks are allowed as follows:

8. Other cases decided by the Ministry of Culture, Sports and Tourism after reaching a written agreement with the Ministry of Public Security or Ministry of National Defense.
As regulations above, fireworks during New Year's Eve in 2024 shall be decided by the Ministry of Culture, Sports and Tourism after reaching a written agreement with the Ministry of Public Security or Ministry of National Defense.
Therefore, cities and provinces that want to organize fireworks during New Year's Eve in 2024 shall submit application to the Ministry of Culture, Sports and Tourism.

Pursuant to Article 17 of the Decree 137/2020/NĐ-CP stipulating use of consumer fireworks as follows:
Use of consumer fireworks
1. Agencies, organizations and individuals having full legal capacity may use consumer fireworks during: National holidays, Tet holiday, marriage, conventions, grand openings, anniversaries, cultural and art activities.
2. Agencies, organizations and individuals shall only purchase consumer fireworks at organizations and enterprises eligible for manufacturing and trading consumer fireworks.
As regulations above, people in Vietnam set off fireworks during New Year's Eve in 2024 if they satisfy following conditions:
- Have full legal capacity
- Purchase consumer fireworks at organizations and enterprises eligible for manufacturing and trading consumer fireworks.
Are employees in Vietnam entitled to 03 consecutive days off on New Year's Eve in 2024?
Pursuant to Article 112 of the Labor Code in 2019 stipulating public holidays as follows:

1. Employees shall be entitled to fully paid days off on the following public holidays:
a) Gregorian Calendar New Year Holiday: 01 day (the 1st of January of the Gregorian calendar);

Pursuant to Article 111 of the Labor Code in 2019 stipulating weekly breaks as follows:

3. In case a public holiday falls on an employee’s weekly break coincide with a public holiday as prescribed in Clause 1 Article 112 of this Labor Code, he/she will have compensatory time-off on the next working days.
In 2024, New Year's Day on January 1, 2024 will fall on Monday.
According to the above regulations, New Year's Day, cadres, civil servants, public employees and employees will be granted one day off. However, New Year's Day falls on Monday, so cadres, civil servants, public employees and employees who do not work on Saturdays will be granted three consecutive days off, namely December 30, 2023, December 31, 2023 and January 1, 2024.
Note: For the case of working on Saturdays, it will be granted two consecutive days off, namely Sunday (December 31, 2023) and Monday (January 1, 2024).
