Is it Permissible to Record the Landing of an Aircraft on the Runway?
Inter-Ministerial Circular 552-CA-VH of 1964 prescribes regulations on photography, filming, and drawing scenes in the country of Vietnam as follows:
Citizens of the Democratic Republic of Vietnam and foreigners are allowed to take photos, film, and draw scenes in Vietnam, such as landmarks, historical sites, and cultural and social works (cultural, educational, medical buildings, schools, museums, parks, stadiums, streets, squares, etc.), except for the following places:
- Taking photos, filming, and drawing within the premises of institutions, enterprises, factories, farms, and key construction projects of national importance requires permission from the head or the authorized person in charge at those places.
- Prohibited activities include taking photos, filming, and drawing in the following areas:
+ Areas with military bases, national defense facilities, military exercises, or military activities.
+ The entire area of railway stations, airports, seaports, large irrigation projects, railway and vehicular bridges, and tunnels.
+ Scientific and technical research institutes, power plants, water plants, power stations, large substations, telegraphs, radio stations, and broadcasting stations.
+ Border areas, coastlines (including islands and territorial waters), and temporary demarcation lines as regulated by the State, except for resorts, and scenic spots, historical sites within this area that have been designated by local administrative Committees (provincial or city) where photography, filming, and drawing are allowed under conditions set by the Committees.
+ From an airplane over the territory of the Democratic Republic of Vietnam.
Accordingly, the law only prohibits filming and photographing the whole area of airports or taking photos from an airplane over our territory. Therefore, you have the right to film the plane landing on the runway (but not to film the entire airport area). However, in practice, to access the airport area for filming, you must directly contact the airport management department and obtain their permission.
