Is forcing a wife to have sex considered domestic violence in Vietnam? What are contents of counselling for domestic violence victims in Vietnam?
My husband and I have been married for 2 years. The relationship between husband and wife is still normal, but lately I don't understand why my husband often forces me to have sex. I'm very tired from work so I don't want to do it but my husband keeps forcing me. Is this act an act of domestic violence?

Pursuant to Article 2 of the Law on Domestic Violence Prevention and Control in 2007 stipulating domestic violence acts as follows:
1. The acts of domestic violence consist of:
a) Corporal beating, ill-treating, torturing or other purposeful acts causing injuries to one’s health and life;
b) Insulting or other intended acts meant to offend one’s human pride, honour and dignity;
c) Isolating, shunning or creating constant psychological pressure on other family members, causing serious consequences;
d) Preventing the exercise of the legal rights and obligations in the relationship between grandparents and grand children, between parents and children, between husbands and wives as well as among brothers and sisters.
e) Forced sex;
f) Forced child marriage; forced marriage or divorce and obstruction to freewill and progressive marriage
g) Appropriating, demolishing, destroying or other purposeful acts to damage the private properties of other family members, or the shared properties of family members;
h) Forcing other family members to overwork or to contribute more earning than they can afford; controlling other family members’ incomes to make them financially dependent;
i) Conducting unlawful acts to turn other family members out of their domicile.
2. The violent acts stipulated in paragragh 1 of this Article shall also be applicable to family members in cases of divorcees or living together as husband and wife without marriage registration.
As regulations above, the act of your husband is a domestic violence act.

What are contents of counselling for domestic violence victims in Vietnam?
Pursuant to Article 24 of the Law on Domestic Violence Prevention and Control in 2007 stipulating counselling for domestic violence victims as follows:
1. Victims shall be given advice on health care, family, domestic behaviour, law and psychological issues to deal with the domestic violence acts
2. Health stations, social protection centers, domestic violence counselling centres, domestic violence victim supporting facilities, individuals or organizations as stipulated in Articles 27, 28, 29 and 30 of this Law, depending on their functions and duties, shall be obliged to provide suitable advice to domestic violence victims.
Pursuant to Article 9 of the Circular 24/2017/TT-BYT stipulating counseling of necessary services for victims of domestic violence
1. Medical personnel will directly counsel victims about their legal rights and interests, including: Providing temporary shelter; Waiving or reducing medical expenses (if applicable); Applying for health insurance; Issuing a certificate of examination and treatment for victims of domestic violence
2. Medical personnel will provide victims with information and education materials in the form of brochures, booklets, posters, short films, etc. on domestic violence, prevention of domestic violence, legal rights and interests, and other support information.
3. Medical personnel will provide victims with treatment and prevention options, help victims choose, and allow victims to make their own decisions in a friendly and non-judgmental manner.
4. Medical personnel will refer or transfer victims to domestic violence shelters or relevant agencies and organizations, such as the police, local authorities, and social organizations, for assistance.
Therefore, if you are a victim of domestic violence, you will be directly advised by doctors and medical staff on health care, family behavior, law, and psychology to resolve the situation of domestic violence.
