Is a Person from a Near-Poor Household with a Serious Illness Eligible for Social Assistance?
Article 5 of Decree 136/2013/ND-CP stipulates the beneficiaries of monthly allowances, including:

- Individuals from poor households without a spouse; whose spouse has passed away; whose spouse is missing as per legal regulations and are raising children under 16 years old or children from 16 to 22 years old who are attending high school, vocational school, professional secondary school, college, or first-degree university (hereinafter collectively referred to as single poor individuals raising children).

Therefore, there is currently no regulation that individuals from near-poor households suffering from serious diseases are entitled to monthly social allowances. Hence, your father, who has cancer and belongs to a near-poor household, is not eligible for monthly social allowances but is entitled to the usual policies for near-poor households.
