Vietnam: Will members from poor households undergoing voluntary rehabilitation be eligible for costs covered by the State?

Will members from poor households undergoing voluntary rehabilitation in Vietnam be eligible for costs covered by the State? I am a drug addict and intend to undergo rehabilitation at a rehabilitation center. Will I be entitled to financial assistance? When will the financial assistance be provided?

Will members from poor households undergoing voluntary rehabilitation in Vietnam be eligible for costs covered by the State?

Under Article 39 of Decree 116/2021/ND-CP regarding benefits and policies for persons undergoing voluntary rehabilitation at rehabilitation centers in Vietnam:

1. The state budget shall cover the costs of anti-craving medications, detoxification, and treatment for psychological disorders for individuals voluntarily undergoing rehabilitation at public rehabilitation centers.

2. The state budget shall cover 95% of the cost of rehabilitation and medicine for regular illnesses for:

a) War invalids;

b) Individuals exposed to chemical toxins and suffering from a labor incapacity rate of 81% or greater;

c) Members from poor households;

d) Elderly individuals living alone without assistance;

dd) Orphans;

e) Severely and especially severely disabled individuals.

Thus, members from poor households in Vietnam will be eligible for  95% of the costs of rehabilitation and medicine for regular illnesses.

Time for receiving financial assistance for rehabilitation costs in Vietnam

Under Clause 2 Article 31 of the Law on Prevention and Control of Narcotic Substances 2021 on voluntary rehabilitation in rehabilitation centers in Vietnam:

Individuals voluntarily undergoing rehabilitation at rehabilitation centers are entitled to financial assistance for their rehabilitation after they have completed at least 03 stages specified in points a, b, and c of Clause 1, Article 29 of this Law.

According to Clause 1, Article 29 of this Law, the rehabilitation comprises the following stages:

a) Receipt and classification;

b) Detoxification, treatment of mental disorders and treatment of other conditions;

c) Education, counseling and behavior and personality recovery;

d) Therapeutic working and vocational training;

dd) Preparation for reintegration into society.

Thus, once you complete the education, counseling, and behavior and personality recovery stage, you are eligible for financial assistance for rehabilitation.
