At Subsection 5 Section IV Article 1 Decision 677/QD-TTg of 2022, there are regulations on the organizational implementation by ministries, central authorities, and agencies under the Government of Vietnam in the Program to Develop the Learning Citizen Model 2021 - 2030 as follows:
- Ministries, central authorities, and agencies under the Government of Vietnam
a) Integrate the Program's implementation with the process of executing other related programs and schemes (e.g., building new rural areas, civilized urban areas, cultural families);
b) Coordinate with the Vietnam Association for Promotion of Education to organize and widely disseminate the Program and direct subordinate units of ministries and central authorities to be responsible for providing lifelong learning programs and creating all favorable conditions for officials and public employees and workers in the units to pursue lifelong learning, striving to become "learning citizens"; treat this as one of the criteria for annual performance evaluation and labor classification.
Organizational Implementation by Provincial People's Committees in the Program to Develop the Learning Citizen Model 2021 - 2030
At Subsection 6 Section IV Article 1 Decision 677/QD-TTg of 2022, there are regulations on the organizational implementation by provincial People's Committees in the Program to Develop the Learning Citizen Model 2021 - 2030 as follows:
- Provincial People's Committees
a) Be responsible for allocating local budgets and mobilizing other lawful financial sources to ensure the implementation of the goals and tasks in the Program; direct local departments, sectors, mass organizations, and organizations to cooperate with the Promotion of Education Associations at all levels in implementing the Program;
b) Direct local radio and television stations and press agencies to develop special propaganda sections on building a learning society, including propaganda about the "Learning Citizen" model;
c) Direct the Promotion of Education Associations at all levels to evaluate and list individuals meeting the "Learning Citizen" criteria; appraise and recognize the results submitted by the local Promotion of Education Associations.
